Section i. The action taken by the City Manager in
accepting a grant from the National Endowment for the Arts is
hereby ratified and approved:
Section 2. The action taken by the City Manager in
entering into the necessary contract(s) and agreements) to
implement the grant program is hereby ratified and approved.

legislation regarding WANZA Festival

Attached are three items of legislation concerning last year's and thiS
year's kWanza Festivals.
The first resolution to be proposed to the City Commission is to formally
authorize the City Manager to accept the grant from the National Hndowtnent
for the Arts in the amount of $7,000 for last year's KWANZA Festival. The
Cultural Experiences Division was not notified of the award of this grant
Until June of this year, and the check taas not received until September.
In order to properly complete this project (last year's festival) and to
have complete documentation for our files and the City`s financial records,
it is necessary that this resolution be adopted.
The second resolution proposed authorizes the City Manager to accept the
anticipated grant from the National Endowment for the Arts in the amount
of $7,500 and to execute the necessary agreements and contracts to im-
plement the grant This grant of $7,500 has been appropriated by Ordinance
as a part of the "KWANZA Festival - 2nd Year" Trust and Agency Fund.
The third resolution ratifies and approves the City Manager's action in
executing` an agreement with the Olatunji Dance Company in conjunction with
their scheduled performance at Gusman Hall on December 15, 1978. It was
necessary to secure your signature on the agreement in order to confirm the
Dance Company's appearance, since they require payment of one-half the
fee in advance. There was not sufficient time to secure Commission approval
of this agreement on December 14th and be able to confirm the Company's
appearance on the scheduled December 15th date. The Olatunji Dance Company
performance is the "Kick-off" event for the 2nd-year Kwanza Festival.
