Miami for construction of a Cardiolop;y Leai'ni.nr Center and Simulation Laboratory on July 13 1978 sub,i ec t to the completion of the plat known as "Biscayne Civic Center Plaza"; and WHEREAS, the plat of "Biscayne Civic Center Plaza" has not yet been completed because of the number of entities involved; and WHEREAS, the Cardioloty' Learning Center and Simulation Laboratory is neririn^ completion; and WHEREAS, the Cit:Y of Miami has assurance:. from the Public Health Trust of Dade Countv that funds have been budge and the nece?ssary subdivision improvements will be completed within the one year of the approval Commission; and WHEREAS, the Cardiology Learning* Center and Simulation ed of the plat by the City Laboratory serves a vital public health and educational NO.!, THEREFORE, BE IT RESOLVED 3Y THE ' COMMISSION OF THE CiT'? The Building Department is hereby authorized to issue to the University of Miami a temporary certificate of occupancy for the Cardiology Learnin^, Center and Simulation Laboratory. 'i2tH AV NuE &MAt I, fLbRtbA 33136 u • December 13,.19/8 Mr► Donald W, Cather Director of Public Works City of Miami, Florida 3332 Pat Ainericati Drive Miami, Florida 11151 Dear Mr, Cather: The Public stealth Trust of Dade County, Florida has planned the construction of a South Entrance Drive to the seven story Parking Garay at Jackson Mem= oriel Hospital for some time. A new plat entitled "Biscayne Civic Center Plaza" is required to be filed by the City of Miami in connection with the dedication of flights of way and construction of the hew road and related facilities. The processing of this plat for filing has been under way for some time with the help of various departments of the City of. Miami. The plans and specifications for the construction of the new road and related improvements are 95% complete and will be ready for bidding by January 1, 1979. The project cannot be bid and work cannot be initiated until all ap- provals have been obtained on the plat and the plat has been filed with the County Clerk's office. It is estimated that this may take approximately six weeks to accomplish. This is to assure the City of Miami that funds in the amount of 512O,nft) are budgeted and available for the construction of the facilities required to be constructed by the City of Miami as a condition precedent to the approval and filing of the plat. In support of this assurance, it should be noted that the project has been submitted to and approved by the Health Systems Agency. (See attached copy of HSA approval dated April 15, 1978). I trust that this documented assurance from the Public Health Trust of Dade County, Florida that construction of the road and improvements will be come leted within one year of the filing of the plat will put the City in a posi- tion to permit the University of Miami to occupy its new Medical Training & Simulation Laboratory on or about January 15, 1978. The application of Jackson Memorial Hospital for Constriction of South Entrance Drive (Review Log 0 0342) was reviewed by the Health Systems Agency of South. Florida, Inc. at its meeting on April 18, 1978. Having determined that all provisions of the Agency's Project Review Procedure and applicable Federal and State regulations were properly followed. including the conduct of a properly advertised Public Hearing, the Board of Directors took the following action: A. RECOMMENDATION That the proposed capital expenditure is in compliance with appropriate adopted plans, standards and criteria, and recommends to the Secretary of DHEW reimbursement of this proposed capital expenditure pursuant tothe provision of P.L. 92-603, Section 1122. CONDITIONS: none FINDINGS OF FACT 1. Capital and operating costs can be absorbed without adverse impact on patient charges in the institution and in similar institutions in the same geographic area. 2. Project is financially feasible.. . Project does not contribute to cost containment. REFERENCES Laboratory ENCLOSURES A chronology of the eVents leading up to todayis request is as follows: On September 15, 1977 the City Commission passed Ordinance No. 8694 amending the Comprehensive Zoning Ordinance, requiring that all plats be recorded prior to the issuance of any building; permits. On July 13, 1978 the City Comission passed Resolution No. 78-1147 authorizing the issuance of a conditional building; permit for the construction of a Cardi- ology ..Learning Center and Simulation Laboratory, subject to the recording of Biscayne Civic Center Plaza plat prior to the issuance of a Certificate of Occupancy. The building is nearing; completion, ant d the University of tempoand Miami is asking the City to allow them obtain thea building and Certificate of Occupancy so they may occupy start their program. The record plat has not been recorded, nor have the necessary improvements been made.
