Section 1, The City Manager is hereby authorized to:accept
the designation of the Little Havana-Lummus Park as a Neighbor-
hood Strategy Area (NSA) and the designation, by the United States
Department of Housing and Urban peVelopment, of 500 units of Sec-
tion 8 Substantial Rehabil tation Contract Authorit
WiHEREAS§ the United States Department of Housing and Urban
Development has approved the City of Miami's application for the
designation of the Little Havana-Lummus Park area as a Neighborhood
Strategy Area (NSA) and has set aside 500 units of Section 8 Sub-
stantial Rehabilitation Contract Authority for use in the Little
Havana-Lummus Park NSA during fiscal year 1979; and
WHEREAS, the designation of the Little Havana-Lummus Park
NSA by the United States Department of Housing and Lrban Develop-
ment and the setting aside of 500 units of Section 8 Substantial
Rehabilitation Contract Authority for use in the Little Havana-Lummus
Park NSA is contingent upon the undertaking of certain physical
improvement and program support activities in connection with the
implementation of the Little Havana-Lummus Park NSA program and the
Section 8 Substantial Rehabilitation program; and
WHEREAS, the implementation of the Little Havana-Lummus Park
NSA Section 8 Substantial Rehabilitation program will require 'selec
tion of and negotiation with private owners and/or developers of
substantially rehabilitated dwelling units by the City of Miami;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

Attached for City Commission action is a resolution
authorizing the City Manager to accept the set aside
of 500 units of Section 8 Substantial'Rehabilitation
Cont':act authority from HUD for the Little Havana/
LuinmUs Park Neighborhoods
The resolution also authorizes the City Manager to
take actions necessary to implement physical improvement
and program support activities funded through Community
Development funds in connection with the implementation
of the program, and to select and negotiate with private.
ownersand developers to implement the Section 8 program.
It is requested that the City Commission approve this
resolution, as discussed at the Committee of the Whole
session.
