MENTAL HEALTH COMPONENT FOR THE CONTRACT
PERIOD COMMENCING NOVEMBER 13, 1978, AND ENDING
DUNE 30, 1979; AND FURTHER AUTHORIZING THE CITY
MANAGER TO ENTER. INTO AGREEMENT WITH SAID APPROVED
SOCIAL SERVICE AGENCY,

WHEREAS, the Coconut Grove Family Clinic's Mental Health Component
is an eligible project under Community Development; and
WHEREAS, a sum of $100,000 is available from the lst, 2nd, 3rd,
and 4th year Federal Community Development Block Grant Fund to be allocated
for the Coconut Grove Family Clinic;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA.
Section 1. $100,000 of Community Development Block Grant
(lst, 2nd, 3rd, and 4th year) is hereby allocated to the Coconut Grove
Family Clinic for its Mental Health Component.
Section 2. The City Manager is hereby authorized to enter into
agreement with said social service agency for implementation of its
program for the period commencing November 13, 1978, and ending June 30, 1979

Resolution
Attached please find a resolution allocating $100000 in fourth year
Community Development funds for the Coconut GtoVe Family Clinic Mental
Health Component for the contract period commencing November 13, 1978,
and ending done 30, 1979►
The resolution also authorizes the City Manager to enter into an agree"
meat with the identified agency.
We have reviewed the agency's program and have found that it will
directly provide essential mental health services to the low and moderate
income persons residing in the Coconut Grove Neighborhood Strategy Area
Making it eligible for Community Development funding.
Because of HUD's regulation, which requires a time period for citizens
to comment on the environmental review, we did not receive authorization
to release funds for the program until November 13. This means that
since, the program only received an extension from Federal Revenue sharing
for the month of October, the program does not have any source of funding

It is requested that the City Commissioners be asked to approve this
resolution on December 14, 1978, so that funding for this agency will not.
