WHEREAS, the Commission of the City of Miami. i
No. 41940, dated October 22, 1970, awarded the sale of,
$3,000,0°0.00 Pollution Control and Incinerator Facilities
low bidder First National City Bank and Associates; and
WHEREAS, in order to improve operational capabilities and effi-
ciencies of the Department of Solid Waste and to provide for the imple-
mentation of said improvements the City Manager has solicited e>;pressions.
of interest from qualified consultants and evaluated the qualifications
of those firms which responded to his inquiry, then selected the most
qualified firms for providing professional architectural/engineering ser-
vices for the design and construction of Modifications to Incinerator
No. 1, all in accordance with the State of Florida's Consultants' Compe-
titive Negotiation
1973, and
WIHEREAS, it is in the best interests of the City of Miami to
begin the Modifications to Incinerator No. 1 as soon as possible in
order to reduce costs;
NOW, THEREFORE, I3E IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Commission of the City of Miami approves the
selection of the City Manager of the following firms as the most quali-
fied to provide professional architectural/engineering services for the
design and construction of the proposed Modifications to Incinerator No.
1, in the rank order listed:
(a) Firm No. 1: _Morton/WolfbergLAlvarezJTaracidoLSeiglie & Fres
Act, enacted by the legislature of Florida, 1 July

Section 2. The Commission of the City of Miami authorizes the
City Manager to negotiate and enter into professional services agreements
on behalf of the City of Miami with the first rank ordered firm listed in
Section 1 hereinabove, In the event that the City Manager cannot nego-
tiate an agreement which, in his opinion, is fair, competitive, and
reasonable, with the first rank ordered firm, then he is hereby authorized
to terminate such negotiations and to proceed to negotiate with the
second .most qualified firm. In the event that he fails to negotiate a
satisfactory ,contract with the second firm, then he is hereby authorized

of the Incinerator building, we have accomplished the following,
On November 13, 1978, we advertised the bid for
architectural services, We also sent out letters
engineering/architectural firms on that date. Of
responded on or before November 21, 1978,
The following persons were appointed as a Selection Committee to
review the proposals:
