The Commission of the City of Miami approves the selection of the City Manager of the following firms as the most quali- fied to provide professional architectural/engineering services for the design and construction of the proposed Modifications to Incinerator No. 1, in the rank order listed: (a) Firm No. 1: _Morton/WolfbergLAlvarezJTaracidoLSeiglie & Fres Act, enacted by the legislature of Florida, 1 July (b) Firm No. by Resolution among other things, bonds to the 2: Rentscher, Haynes, Spencer,_ Tichard5 (c) Firm No. 3 HSR Architects QOG11.MENT-IDES.- 1/` Section 2. The Commission of the City of Miami authorizes the City Manager to negotiate and enter into professional services agreements on behalf of the City of Miami with the first rank ordered firm listed in Section 1 hereinabove, In the event that the City Manager cannot nego- tiate an agreement which, in his opinion, is fair, competitive, and reasonable, with the first rank ordered firm, then he is hereby authorized to terminate such negotiations and to proceed to negotiate with the second .most qualified firm. Pursuant to your instructions a few weeks ago regarding the upgrading of the Incinerator building, we have accomplished the following, On November 13, 1978, we advertised the bid for architectural services, We also sent out letters engineering/architectural firms on that date. Of responded on or before November 21, 1978, The following persons were appointed as a Selection Committee to review the proposals: Clarence PfoCitSolid Waste Morris Kauman,y Manager's Office Gerardo Salman, Building & Zoning Jacres Gunderson, Finance Marian Spinrad, Planning Andrew Crouch, Public Works Donald H.
