Department of Commerce in response to a City of Miami Economic Development proposal has expressed a willing- ness to offer financial assistance to the CITY; and WHEREAS, the U. S. Department of Commerce would like to channel those funds through Metropolitan Dade County; and WHEREAS, the execution of an agreement between the CITY and the COUNTY has been requested by the U. S. Department of Commerce prior to the awarding of such funds in order to demonstrate joint local coordination; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute the attached Form of Agreement between the City and Metropolitan Dade County, whereby the City will receive an award of $75,026 from the U. Castaho, Director •, Office of Trade & CoMMerce Development bedember 5, 1978 Attached please find a Resolution and an Agreement between the City of Miami and bade County, for Commission approval, setting down, in official terms, the items we've coordinated with the U. S. Department of Commerce, re our funding proposal. As you recall we approached the U. S. Department of Commerce some time ago about a planning grant to assist us conduct a Comprehensive Economic Development Plan for the City. Such conversations arose shortly after the visit to Miami in May of some 15 Department of Commerce representatives. As a result of our talks, the Federal agency gave us an unofficial affirmative response to our request. The amount of $75,000 was set. Nevertheless, it was their feeling that technically they would funnel those funds through Dade County, particularly the Office of Economic Development Coordination. There being no problems with that, from our part or from the County, we put together the attached document. delineating our specific responsibilities under this set up. Once our Commission approves the Agreement, and it passes Dade County's similar review, it will serve as part of our official application to the Department of Commerce to receive final approval to our proposal. TERMINATION 'This Agreement may be terminated by either party at any time upon submission of thirty'(30) days written notice if there is: Ineffective or improper use of funds. 2. Failure to comply with the terms of the contract. 3. Submission of incorrect or incomplete reports. 4. Occasion wherein the input of the contract is impossible or unfeasible. TIME OF PERFORMANCE This Agreement shall be deemed effective as of January and shall terminate on September 30, 1979. AMENDMENTS The CITY and the COUNTY may, at their discretion, amend this.
