STREET, AND 2405 Si W. 4 STREET, MIAMI, FLORIDA,FOR THE SUM OF
TWO HUNDRED AND FIFTY THOUSAND ($250,000,00) DOLLARS, AND
ALLOCATING TWO HUNDRED AND FIFTY-FIVE THOUSAND ($255,000,00)
DOLLARS FROM FIRE FIGHTING, FIRE PREVENTION & RESCUE FACILITY
BOND FUNDS TO COVER THE COST OF ACQUIRING FEF SIMPLE TITLI;
TO THIS PROPERTY AND OTHER COSTS INCIDENTAL TO THE
ACQUISITION.
WHEREAS, the property located at 310-12 S.W. 22 Avenue Road
Blvd.), 2407-09 5. W 4 Street, 2401-03 S. W. 4 Street, and
W. 4 Street, Miami, Florida, proposed to be acquired for Fire
Station No. 14; and
WHEREAS, the Fire Department has approved the acquisition of
this property to provide for Fire Station No. 14, and concurs with this
recommendation to acquire this parcel; and
WHEREAS, funds from Fire Fighting, Fire Prevention & Rescue
Facility Bonds, as identified in Paragraph B, Subparagraph 4 of the General
Obligation Bond
said parcel; and
Appropriation Ordinance #8716 are available to acquire

31st day of October, 1978, offered to convey fee simple title to this.
property to the City of Miami, Florida, for the negotiated price
Two Hundred and Fifty Thousand ($250,000.00) Dollars; and

Florida to acquire the property at this time through purchase in lieu o

by Paragraph B, Subparagraph 4 of the General Obligation Bond Appropriation
Bond Ordinance #8716, to cover the cost of acquisition of fee simple title to
this property, and other costs incidental to this acquisition

consist of`three buplexes and a one Single Family Residence,
The pertinent facts of this acquisition are as follows:
Appraiser: belahanty and Associates; Inc. Fee: $750.00.
Appraised Value of Property: $187,500.00

To evaluate locations for Fire Stations, the Miami Fire Department acquired a computer.
model to help evaluate changes in the deployment of emergency fire units, therefore,
the site selected must fit within certain geographic limits in' order to limit the
alarm response to the shortest possible time. Two other locations were evaluated
and considered and ultimately rejected because of, (1) excessive cost which exceeded
the budgeted amount for acquisition and; (2) dealing with several owners & multiple
dwellings which makes the acquisition program very difficult..

phis Court costs. In addition, the City fntist prove to the Court the heed and
ecessity for acquiring this property for proper use which the Courts have denied
acquisition by the City in Other condeMnation cases. Another factor is that there
would be an intertinable delay in the process to acquire and that a contract has
been entered into with the architectural firm of A. Taquechel & Associates, Inc.
to design a Fire Station for this site.. The
t-. tecontract with the architect is
predicated on the fact that the property would be acquired in a reasonable length
of time. Due to these factors, it wasagreed by the members of the acquisition
negotiating cocmtiittee, which is composed of the Property Manager, and members of the
Fire Department, that in order to acquire this parcel, the increase over the appraised
Value of the purchase price is warranted.
It is recommended that this property be acquired for the negotiated price of
$250,000.00 as directed by the Department of Fire by Memorandum dated October,18,
a copy of which is attached. Chief H. W. Brice, Director of Department of Fire,
recommended acquisition of this parcelfor the above -mentioned price.
This is the first of two acquisitions to complete this parcel.
