O. 130 30708 Miatni, Florida 33133 Dear Mr. Grassiet Mrs. Marcie Ersoff, Chairman of the Library Advisory Board, would like to be placed on the Agenda for the City of Miami Commission meeting of December 14, 1978, to present a brief report on the library system. You may recall that she presented a similar report about this time last year and the Commission suggested that she report annually. Mr. Homan has been contacted by telephone on this request. / As required under Dade County Ordinance 77-81 (attached), the Library Advisory Board met on November 20, 1978 to select candidates for vacancies created by terms expiring in 1978. One of the three members whose terms are expiring, Mr. D. 'Pierre G. Cameron, Is a representative of the City of Miami. Mr. Cameron has decided not to accept reappointment and the. Library Board has selected the three attached candidates to fill this position. As specified under the Ordinance, the Miami City Commission should select one of these candidates to submit to the Dade County. Commission for appointment to a three-year term. All of the candidates meet the requirements under the Ordinance and have agreed to serve if appointed, The Library Board would like to have this appointment acted upon at the. Section 2-195 of the Code of Metropolitan 1/ bade County, Florida, is hereby amended to read as follows: - Sec. 2-195. Membership; vacancies; qualifications; terms. (1) Membership. The Metropolitan Dade County Public Library Advisory Board shall consist of nine (9) members appointed by the county commission. Miami and members of. the..City of Miami's Library Board. (2) Vacancies. (a) Library Taxing District Members. In filling any vacancy the county commission shall select the replacement board member from a list of three candidates to be submitted by the remain- ing members of the board. In the evert that none of the three candidates suggested meets with com- mission approval, the board shall submit another and entirely different list for commission consider- ation. The city commission shall select orie. of the candidates to submit to the County commission; hotieVer, in the event that note of the three candidates suggested meet With city commission approval, the board shall, submit three different names to the city com- mission for its consideration 3. The county commission shall appoint the suggested candidate to the board•, however, in the event that the candidate suggested does not meet with county commission approval, the city commission shall either submit one of the remaining candidates to the county commission or request three different names from the board. This process shall continue until a replacement has been appointed. (3) Qualifications. Each member shall be a qualified elector of Dade County, and shall possess a reputation for civic pride, integrity, responsibility, and business .or professional ability, and shall have demonstrated an active interest in public library facilities and services. 'As far as practicable, the membership.of the board shall be representative of the various interests of this metropolitan area in respect to geographic and economic factors. (4) Terms. The term of office of the membership shall be one year for three (3) members, two (2) years for three (3) members and three (3) years for three (3) members, with appointments thereafter to be for a term of three (3) years for each member. Appointments to fill any vacancy on the board shall be for the remainder of the unexpired term of office.
