AN ORDINANCE AMENDING SECTION 1 OP ORDINANCE 87191
ADOPTED OCTOBER 26, 177, THE SUMMARY GRANT APPROPRI.
ATIONS ORDINANCE, AS AMENDED, AY ESTABLISHING A NEW
TRUST AND AGENCY [=UND; MAKING ADJUSTMENTS IN THE TRUST
AND AGENCY FUND ENTITLED "KWAN2A FESTIVAL"; APPROPRIA»
ZING FUNDS POR THE OPERATION OF THE NEW TRUST AND AGENCY
FUND ENTITLED "KWAN2A FESTIVAL-2nd YEAR;" CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE,
WHEREAS, the City Commission adopted Ordinance No, 8719 on October
26, 1977 establishing resources and appropriations for grant funds antici-
pated by the City of Miami, Florida and for corresponding City cash match
requirements; and
WHEREAS, Ordinance 8729 (Amendment #2 to Ordinance 8719) authorized
the establishment of a Trust and Agency Fund entitled "Kwanza Festival;" and
WHEREAS, the City of Miami received a check dated September 5, 1978
in the amount of 57,000 from the National Endowment for the Arts for
application to the "Kwanza Festival," for use as specified in the applicable
contract, thereby increasing the total appropriation for the 1977 Kwanza
Festival to $31,000; and
WHEREAS, the Cultural Experiences Division, Department of Citizen
Services, in conjunction with the Cultural Advisory Council of Overtown,
has planned a county -wide seven-day Kwanza Festival (hereafter referred
to as "Kwanza Festival-2nd Year") to be conducted December 26, 1978 through
January 1, 1979, relating to Afro-American heritage; and
WHEREAS, the Cultural Experiences Division and the Cultural Advisory
Council of Overtown have identified a budget of S50,000 for operation of
"Kwanza Festival-2nd Year;" and
WHEREAS, it is anticipated that the National Endowment for the Arts,
based on their letter of tentative commitment, will support "Kwanza Festival-
2nd Year" with a grant of $7,500; and
WHEREAS, the Cultural Advisory Council of Overtown (C,A,C.0.) has agreed
to contribute approximately $6,573 in services in support of "Kwanza Festival-
2nd Year;" and

WHEREAS, the Pint Arts Council of Florida has verbally stated their
intention to fund "Kwah2a i:estivat.2td Year" in the amount df $+5O0 tesh; and
WHEREAS, National Brands, Ihc, (Ahheuser=Suseh) has endorsed "Kwanza
Fes ttval.2nd_Year" and committed thmkihd services estimated at $5,000; and
WHEREAS, performing Arts for Community and Educattoh, Inc. (I?,A,C,E,)
will provide $1,200 in musicians' services in support of "Kwanza Festival=
2hd Year;" and
WHEREAS, the Annie Coleman Gardens Tenant Association has agreed to
support "Kwanza Festival-2nd Year" with revenues estimated at $100; and
WHEREAS, the Progressive Black Firefighters of Dade County has agreed
to cosponsor events during this year's Kwanza Festival; and
WHEREAS, Miami -Dade Community College - New World Campus: Community
Services Division has verbally committed a cash contribution of $500; and
WHEREAS, Metropolitan Dade County has awarded $10,000. in matching
funds to the City of Miami in support of "Kwanza Festiva l-2nd Year;"
and
WHEREAS, funds are available in the City of Miami cash -match account
of Special Programs and Accounts: Reserve for Fixed and Sundry Matching Funds
for federal grants in the amount of $17,500 in support of "Kwanza Festival-
2nd Year."
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977,

as amended, is hereby further amended as follows:
"Section 1. The following Trust and Agency Funds
are hereby established and resources are hereby
appropriated as described herein:
1/ Words and/or figures stricken through shall be deleted. Underscored
words and/or figures constitute the amendment proposed. The remaining
provisions are now in effect and remain unchanged, Asterisks indicate
omitted and unchanged material, All figures are rounded to the next
dollar.

phrase or word of this ordinance is declared invalid, the remaining pro-
visions of this ordinance shall not be affected.

are hereby repealed.

Margarita ltoss, Cultural Experiences Division of Citizen Services Department,
called me this morning to inform the that the Dade County Cotnntission cottsidered
a request to approve a grant of funds to the City of Miami for the "Wattza
yestival 2nd Year." Only $10,000 was approved, where $ 17,500 was sought,
Therefore, the proposed ordinance which, in part, appropriates anticipated
revenue for the Kwanza Festival trust be changed to reflect actual funding
from Dade County. The City of Miami is putting up $ 17,500 in cash: $10,000
to match Dade County and $ 7,500 to match the expected grant from the National
Endowment for the Arts.
I will monitor the progress of this program and will request that a detailed
line -item budget be prepared and adhered to. Last year's program was quite
successful, and I think the experienced gained in that effort will enable
those in charge to do an even better job this time.
