By memorandum. to the Commission of December 13, 1978, it was indicated that Administration recommendations on the preferred City position would be forthcoming and are described below. These recommendations will be presented to the Conixnission on Tuesday January, 16, 1979, and if approved will constitute the official City position in public hearings sponsored by the Florida Department of Transportation in March, 1979. Recommendations (See attached map) 1. Replace the existing Miami Avenue Bridge with a new 6 lane facility, tieing into the existing one-way pairs of Miami Avenue/E 1st. Avenue north of the River and Miami Avenue/SW 1st Avenue south of the_River. More direct access would be provided to the Conference Center and off -ramps would be designed to facilitate waterfront land development. 2. Extend the existing 1-95 feeder as an elevated structure to Biscayne Boulevard. Access to private parking structures is provided from the elevated structure or at grade and direct access is provided to Ball Point. Possible closure of SE 3rd street would allow vehicles to freely circulate between parking structures north and south of the elevated structure. Prospective office development above the parking levels would largely hide the elevated facility. Alternatively, at the option of private property owners, the 1-95 feeder could be grade separated at SE 2nd Avenue, and split to provide a one-way counter -clockwise traffic movement around Du Pont Plaza largely at grade. In this alternative both SE 3rd Avenue and SE Street. might be vacated in Du. Pont Plaza to facilitate development by private, interests; parking structures would occupy the two westernmost blocks. That proposal would•have-extended a tunnel, with•vehicular and DPM capability,. under..the.Miami River, connecting Biscayne. Boulevard. to...a link with .the•S.t1. 7th/8th Streets one -way -pair at Brickell Avenue. The proposal by•Beiswenger Hoch and Associates fora tunnel linking'- Biscayne Boulevard -with. Claughton Island has also -been evaluated. The..rationale for recommending the. series of new bridges rather then ..a -.tunnel- rests on the foliowing assumptions. 1. Brickell Avenue, south of--the-Miami River, will remain a 4--lane. arterial. • A Brickell Bridge is, necessary for direct linkage north and south of the River and should be designed as a tour lane facility: there is no greater traffic capacity at either end of the bridge . ,The future development of Claughton island envisions access only over the existing bridge at SE 8th Street. If accepted by the Commission, the proposed Miami River Crossing .Improve- ment Strategy would constitute the official City position at this hearing.
