Pursuant to the request of the City Commission on December 14, 1978, we have
compiled a status report on Commtlni.ty Development activities within the
Culmer C.D. Target Area and prepared an update on our recommended future
C.D. activities.`
In addition, the Commission will be requested to approve a resolution
authorizing the utilization of the City's 8omwownership Assistance Loan
Program for 38 new homes in the Dorsey -Wheatley area of Culmer.,
C.D. Status Report
The City of Miami through the Community Development Program has been actively
involved in the Culmer community for the last four years and has funded over,
3,3 million dollars in projects; this has been supplemented by 4.2 million
dollars in County C.D. funds, City Highway, and Parks for people Bond Funds.
Substantial progress has been made in upgrading the physical environment of
Culmer.
During the first three years of C.D. activity, major emphasis has been placed
on the provision of public improvements, such as parks, streets and community
facilities. These basic components are necessary to achieve neighborhood
revitalization. During` the fourth year of C.D. activity, the thrust of the
program has shifted to housing revitalization and redevelopment and it is
being recommended that this new approach be continued during the 5th, 6th,
and 7th years of Community Development due to the extensive needs existing
within the community.
Community Development Projects l - 4 Years
Streets
A. N.W. 2nd Avenue Street Improvements and Beautification
(N.W. 5-11 Streets) - $291,000-City C.D.: $136,000-County C.D.
This project is currently under construction; completion is
scheduled for February 1979. This project will improve the con-
dition of streets, curbs, sidewalks, etc. and help to encourage
the economic revitalization of the Overtown commercial corridor
(N.W. 2nd Avenue). This project is being implemented by Dade County.

County C.D. $50,000
Community Development Funds have been utilized to supplement Parks
for People Bond Funds. Park development is currently underway
Phase I, which consists of renovation and lighting of thegame court
area, has been completed; Phase II which consists of building re-
novation, a bus shelter, the construction of a ball field etc.

B. N.W, 2nd Avenue Mini Park (N.W. 2nd Avenue)
City C.D. - $21,000.
This completed park project provides passive recreational activities
and complements the economic revitalization of the N.W. 2nd Avenue
commercial district.
. Dorsey Park
City C.D. - $63,800; Parks for People Bond. Funds - $100,000
Community Development funds are being utilized for the construc
tion of a new recreation building at Dorsey Park which is scheduled
for completion in March. The project is being implemented by the
Department of Parks.
III. Land Acquisition
A. Land Acquisition for Public Housing (N.W. 5 Street between 4-5.Avenues)
City C.D. - $150,000; County C.D. - $381,000
Land acquisition has been completed for the construction of 75 units
of publicly subsidized family housing (Section 8). Construction is
anticipated in the Spring of'1979. The project is being implemented
by Dade County Department of Housing and Urban Development.

This project entails selective land acquisition, clearance, relocation
and site preparation for commercial and residential redeVelopnent.
An acquisition plan has been prepared and will be submitted to the
community for review within one month. Land acquisition is being
undertaken by Dade County Department of Housing and Urban Development,
IV. Public Facilities
A. Neighborhood Facility
County C.D. - $1,810,000
Dade County will construct a comprehensive social service center at
N.W. 3rd Avenue and 17th Street. It is projected that construction
will commence in the Spring of 1979 and will be completed in 1980.'
The project is being solely funded by Dade County.
B. Culmer Center Renovation
County C.D. - $150,000
Dade County has provided funds for the renovation of the Culmer'Center
(490 N.W. 11 Street) as a youth recreational and service facility.
Plans for renovation are currently being reviewed by the County.
This project is solely funded by Dade County.
B. T. Washington Junior High School -
County C.D. $479,500
Board of Public Instruction - $1,000,000
Land acquisition has been completed for the expansion of Booker T.
Washington Junior High School. The Board of Public Instruction pro-
poses the construction of a new high school at this location. This
project is solely funded by Dade County.

Redevelopment activities within the Dorsey -Wheatley area include; the removal
of blighted wood frame structures; construction of new owner occupied housing
including single family structures; fifty, units of subsidized elderly housing;
rehabilitation of existing multi -family structures, commercial rehabilitation
and street improvements.
Overtown Redevelopment
Redevelopment activities within Overtown include: the removal of blighted
structures, rehabilitation assistance for single family and multi -family
structures, new infill housing; land clearance and redevelopment for commercial
and residential development north of the Government Center.
Community Development, funds will be utilized during the next three years for the
implementation of redevelopment activities in the Dorsey -Wheatley and Overtown
Areas. The magnitude of need necessitates additonal funding from other federal
programs in order to achieve the physical, social and economic revitalization
of the Culmer community.
Housing,improvement is the most critical need of the residents of Culmer.
Community Development funds are recommended for the acquisition of land for new
housing, relocation of families to standard housing, establishment of a housing
revitalization program which will provide assistance for. multi -family rehabili-
tation and the' continuance of the. Interim Assistance Program. To supplement
these activities the City will actively solicit other federally sponsored prog-
rams as Section 8, 312-Multi-Family Rehabilitation and additional Urban Develop-
ment Action Grant funding.
Economic Development is another basic need of the Culmer Community which the
C.D. program proposes to address Land acquisition and assembly for commercial
redevelopment, along with business development and promotion activities will
further this objective. Potential for new business activity will be created
by the New Washington Heights Transit Station, the Government Center and new
residential development within the community. Special assistance must be provided

WHEREAS i The United States Department of dousing and Urban
_Development has approved the City of Miami's application for an Urban
Development Action Grant in the amount of $1,000iO00 to be utilited for
the purpose of implementing the City of Miami's Homeownership Assistance
Loan Program; and
WHEREAS, The City Manager has been authorized to accept the
award of the Urban Development Action Grant in the amount of $1,000,000
from the United States Department of dousing and Urban Development on
behalf of the City of Miami; and
WHEREAS, The City Manager has been authorized, as Chief Admini-
strative Officer for the City of Miami, to execute such agreements with
Metropolitan Dade County and Dade Federal Savings and Loan Association of
Miami as may be required for the purpose of implementing the Homeownership
Assistance Loan Program; and
WHEREAS, The Dorsey -Wheatley area has been designated as a
Neighborhood Strategy Area, has been classified as a blighted area'and
there exists a critical need for new housing which can be partially met
by the construction of 38 units of new owner -occupied housing or
publicly owned.
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1, The City Manager is hereby authorized to allocate
38 units of new housing for the Dorsey-Wheatly area
