development and future of the King Heights community, is hereby
requesting permission to be included on the agenda for the next
City of Miami City Commission meeting on Thursday January 18, 1979,

Miami's Department of Community Development and the City of Miami's
Division of Citizen Participation to develop an effective plan for
citizen participation in the. King Heights Great Neighborhood Program,
We contend that if the above departments plans are allowed to pro-
ceed, they: 1) will not be in the best interest of the King Heights
community; 2) will only serve to limit the quality of effective
citizen participation in the decision making process; 3) will
divide the residents of our community and 4) will destroy the autonomy
of our neighborhood organization.
It has always been this community's desire to plan with government
as opposed to havinggovernment's plans forced on this community.
In this regard, it is urgent that representatives from our organi-
zation be allowed to present their stand on this issue prior to the
Commission's approval of any plans for the King Heights community.
