WHEREAS-, taxicabs are particularly vulnerable to robberies
and thereby: subject taxicab drivers to great personal and physical
danger; and
WHEREAS, it is physically impossible to provide complete
continuous police protection to cab drivers; and
WHEREAS, the use of drop safes in other businesses, such
as filling stations, convenience stores and other delivery trucks
has significantly decreased the incidence of robbery; and
WHEREAS, a drop safe may also be utilized by taxicabs to
discourage robbery of taxicab drivers;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF'MIAMI, FLORIDA:
Section 1. Section 56-30 of the'_Code of the City of Miami,,
Florida, as
amended, is hereby further amended to read as follows;
"Sec. 56-30. Requirements for vehicles.
A. No permit under this article shall be issued for
the operation of any vehicle the condition of which would
interfere with or detract from the comfort, convenience or
safety of the passengers transported therein, In the event
any motor vehicle for which a permit has been issued
becomes unsafe for operation or if its body or seating
facilities are so damaged, deteriorated or unclean as to
render such vehicle unfit for public use, the permit
