AND APPROVAL BY THE EcoNoMIC DEVELOPMENT
ADMINISTRATION of THE t1S, DEPARTMENT or
COMMERGE or THE
PENDING or THE
SOUTH FLORIDAREGIONALPLANL NINGCOUNCIL FOR
DEMONSTRATION FUNDING TO DEVELOP A REGIONAL
ECONOMIC DEVELOPMENT STRATEGY; AND DIRECTING
THE CITY CLERK TO FORWARD A COPY OF THE HEREIN
RESOLUTION TO THE DEPUTY ASSISTANT SECRETARY
FOR POLICY AND PLANNING OF THE ECONOMIC
DEVELOPMENT ADMINISTRATION.
WHEREAS, the South Florida Regional Planning Council
proposes to develop and implement a Collaborative Public and
Private Economic Development Strategy for the South Florida
Region; and
WHEREAS, the proposal is designed to be specific to the.
Region's economic development needs, form an integral partof
the Council's comprehensive regional planning and implementation
process, and respond to the goals and objectives of the Economic
Development Administration's ?Metropolitan Capacity Building
Demonstration Program; and
WHEREAS, the work program for strategy development and
implementation consists of six basic tasks, as follows:
1. The Council will establish a Regional Economic
Development Task Force composed of representatives of those
public and private organizations most actively involved in
economic development of the Region. The purpose of this Task
Force will be to direct and shape the development and imple-
mentation of the comprehensive regional economic development
strategy.
2. The Council will conduct a thorough analysis of the
structure and dynamics of the South Florida economy. The data
base and analytical tools developed during this task will pro-
vide the comprehensive understanding of the regional economy
essential to the successful completion of the remaining tasks,

analyses generated during Task 2 ate available and accessible
to all public and private economic development decision, -makers
and will enable the Council to develop and disseminate quarterly
reports on changes in the regional economy.
4. The Council will identify and evaluate the prin-
cipal constraints and resources affecting regional economic
development, including public permitting processes, the struc-
ture of public and private institutions, environmental conditions,
the effects of rapid growth and the availability of federal and
private resources to support economic development
5. Based on the analyses of the regional economy and
public and private resources and constraints, the fifth task will
involve identification of economic problems and issues; collabora-
tive public and private sector development and prioritization of
goals, objectives, and polcies, review of the Council's Regional
Development Policy Framework to ensure consistency of policies
across functional areas; establishment of criteria to identify
and measure beneficial economic development; design of economic
development programs and projects; and the mobilization of, the
public
and private interorganizational environment in support
of the regional economic development strategy.
G. Finally, the Council will apply existing monitoring
and evaluation procedures to provide timely and appropriate feed-
back on the progress of the program and its intergovernmental
and programmatic effectiveness; and

U. S. Department aofeCommercegional anapplication for funds to develop
a Regional Economic Development Strategy,
17e have reviewed their proposal and highly recommend its endorse-
ment, As you well know, the City has been awarded a similar grant
to develop a City-wide strategy. This office would strive to
coordinate and compliment the City and regional plans so that the
end products be productive and feasible working documents.

Enclosed is a copy of the Council proposal to the Economic Development
Administration for demonstration funding to develop a regional economic
development strategy. We believe that this proposal, if funded, could
result in significant benefit to South Florida through public and private
sector collaboration in identifying and implementing the most beneficial
investments necessary to secure and maintain a balanced, productive
regional economic base.
Thank you for the assistance and direction that you were able to give us
and for your letters of support. This EDA Demonstration Program will fund
only 10 regional councils nationwide. Thus, since we are competing nation-
ally, your support will be a major factor in the selection process. For
those of you who have not acted already, we request that you review the
