WHEREAS, the City of Miami i8 desirous of promoting
economic development and enhancing its image
Center for Trade & Commerce activity; and
as an International
WHEREAS, The Office of Trade Si Commerce Development has
been created to provide a focal point for economic development
planning, policy formulation and program development activities
and
WHEREAS, the Office of Trade & Commerce Development has
identified the need for a consultant study and analysis of the City's
economic base, development trends, and growth potentials as a basic
document for developing a comprehensive economic development plan
and investment strategy for the City; and
WHEREAS, the Office of Trade & Commerce Development has
adhered to the provisions of the State of Florida Consultant'
Competitive Negotiation Act, and has conducted a consultant selection
process which began with an advertisement of a Request for Proposals
in the local media on June 22 & 25, 1978 and which was concluded on
November 21, 1978 with oral presentations by three consultant firms
selected as finalists by a five -member Technical Review Committee
established by the Office of Trade & Commerce Development; and

WHEREAS,•the.Office of Trade & Commerce Development has
recommended and the City Manager has endorsed the Technical -Review
Committee's recommended rank order for the negotiation and'execution
of a professional consultant services agreement,
NOW, THEREFORE, BE IT• RESOLVED BY THE -COMMISSION OF. THE
CITY OF MIAMI, FLORIDA:
Section 1. The amount of $70,000 is hereby allocated •
from the account entitled-4th Year Community
Development Block Grant Fund for the
Economic
Analysis and Development Strategy Study.
Section 2. The City Manager is hereby authorized to
negotiate and execute a contract, in an
"SUPPORTIVE TIVE amount not exceeding $70,000, for professional

FOLLOWt} contract negotiations to take place with firms
in the afore -stated order of preference.
Section
The contract shall be in accordance with the
terms and specifications of the. Request for

The Office of Trade & Commerce Development has identified the need for
a consultant study and analysis of the City's economic base, develop-
ment trends, and growth potentials as a basic document for developing
a comprehensive economic development plan. and investment strategy for
the City. The Office of Trade &•.Commerce Development has budgeted
$70,000 for the implementation of this project.
The Office of Trade & Commerce Development has adhered to the provisions
of the State of Florida Consultant's Competitive Negotiation Act, and
has conducted a consultant selection process which began with an adver-
tisement of a Request for Proposals in the local media on June 22 & 25,
1978 and which was concluded on November 21, 1978 with oral presentations
by three consultant firms selected as finalists by a'five-member Technical
Review Committee which was established by the Office of Trade & Commerce
Development (attached please find copies of memoranda documenting the.
Committee's actions).
On behalf of the Technical Review Committee, I am recommending the negotia-
tion and award of a contract for professional services to conduct the
Economic Analysis and Development Strategy Study with the three most quali-
fied firms in the following order of preferences 1) Gladstone Associates;
2) Touche Ross & Company; and 3) Arthur D. Little, Inc.

met on Wovetnber 21, 1970 - to hear three oral presentations and to
develop a rank of.firms.for a contract award recommeni ation. The
presentation schedule was 'as follows:

10:30 A.M. Arthur D. Little, Inc.
11:30'A.M Touche Ross & Company
The Technical. Review Committee was expanded on this occasion with the
addition of Mr. Jerry Leyendecker, Director, Metro Dade County office
of Economic Development.
After the presentations were concluded each of the Committee members
ranked the firms in preferred order. Committee members agreed to
utilize the composite of individual rank scores to arrive at a final
ranking. Via this technique (see attached chart) the firms were ranked.
in order of preference as follows: 1) Gladstone Associates, 2) Touche
Ross & Company, and 3) Arthur D. Little, Inc.
It was affirmed that this rank order would be transmitted to the City
Manager for a recommendation of City Commission approval to negotiate
and award a contract for professional consultant services to Gladstone
Associates for the Economic Analysis and Development Strategy Study.

The Office of Trade & Commerce Development Technical Review Committee
met on November 8, 1978 to review and evaluate the eight (8) final
proposals submitted on October 25, 1978'for the Economic Analysis and
Development Strategy Study.
The Technical Review Committee discussed the various proposals and
decided to utilize the composite of individual proposal rankingsto
identify the three finalists firms to be invited in for oral presen-
tations in the final phase of the consultant selection process (attached
is a hartkindicaeachu ting individual
committee' members rankings and ' the com-
posite
The three finalist firms were: 1) Gladstone Associates, 2) Arthur D.
Little,` Inc., and 3) Touche Ross and Company. The firms were to be
scheduled for oral presentations on 11/20 or 11/21/78, after which the
Technical Review Committee would agree on a rank ordering of the firms
for recommendation to the City Manager and City Commission for contract
award in December, 1978 or January, 1979..
The five firms not selected as finalists were to be notified by letter
before 11/17/78 as to the Technical Review CommitteP's action The
three finalists were to be notifed by telephone and scheduled for an
oral presentation session.

1. A catalogue indentifying and locating all sources of
relevant and retrievable economic data from. City, County,
State, Federal and the private sector (e.g.. banks and
financial institutions, utilities, universities, etc.)
by source, relevancy, timeliness, validity, accessibility,
costs and delivery.
2. A listing of available economic indicators relevant to
evaluating the City of Miami's economic and fiscal con-
ditions.
3. Economic and marketing statistics and indicators develop-
ed in the course of completing the market demand
analysis and forecast segments of the economic base ana-
lysis (Task 2, Item 3) .
An analysis of the data and data sources for quality and
consistency to identify and resolve data gaps.
Task 2 - Economic Base Analysis
The product of this phase will be a report which will:.
Analyze the City of Miami's economy in the context of
its relationship to the Metropolitan Dade County and
South Florida regional economies.

3, Provide market demand forecasting data, including but not
limited to, population growth projections by age and sex,
population growth dynamics (e.g. out -Migration and ih-
migration effects), employment projections by SIC catego-
ries, labor force participation rates by age and sect, un
employment rates by age and sem, household and personal
income growth and distribution,households by number and
site, land absorption rates by land -use categories and
projections of market demand for acreage by land use cate-
gories (e.g. residential, commercial, industrial, etc.),
4. Analyze capital investment flows in Miatni including local
banking and financial institution investment, as well as,
investment in the area by non-residents, income to residents
from investments elsewhere (e.g. property income), and
transfer payments such as pensions and government assistance.
5. Assess the linkage between local manpower policy and econo-
mic development, including a discussion of the capacity of
vocational education programs and various training institu-
tions to satisfy local manpower needs and stimulate labor
force development.
6. Analyze the impact of City government expenditure, purchas-
ing, hiring and contracting policies and practices on Miami's
economic growth and development.
7. Delineate problems and impediments which may block or work
counter to positive economic development --such as, the out -
migration of business, unfavorable tax structure, land avail-
ability, image problems, and so forth.'
Identify industries with growth potential that are also
compatible with the economic and environmental future of the
City of Miami by applying shift -share analysis or an alter-
native analytic technique, if appropriate. Potential growth
sectors should be identified in three areas: 1) Domestic
and international industries which are not currently found
in Miami, but which Miami has potential to attract and de-
velop, 2) industries which are currently operating in Miami
which have further growth potential,' and 3) regional econo-
mic functions which can be centered in Miami to service the
Metropolitan Dade County area and the South Florida region.
In addition, for each of the three areas of potential growth
the various factors affecting development potential arc to
be discussed.

Budget & Timetable
A budget of $70,000 is available to implement this project. It is
estimated that the project should be completed within a sit -month
contract period

are outlined below. As indicated the emphasis is placed on imple-
mentation.

The Office of Trade and Commerce beveiopment received thirteen re-
sponses to its advertisement of a Request for proposals (PPP) in
the local media on dune 22 and 250 1978. The final date for response
to that advertisement was August 18, 1978. All responses were acknow-
ledged by correspondence on August 23, 1978.
The RRt? Technical Review Committee met on September 7, 1978 for the
purpose of reviewing, discussing, and evaluating responses to the
RFp, as well as to establish procedures for continuation of the Con-
sultant selection process. As a result of the Committee's delibera-
tions on September 7, 1978, three of the thirteen responding firms
were, by consensus, eliminated from further consideration due to a
poor evaluation of their capabilities to undertake the project(s)
coupled with a lack of professional experience on a similar type pro-
ject(s).
After agreement was reached on the ten firms for 'further consideration,
the Committee, after considerable discussion of project scope and avail-
able budgetary resources decided to revamp the specifications of the pro-
ject(s). As a result, as an alternative to two separate research studies,
the Committee agreed to have the ten selected firms prepare final pro-
posals in response to revised' Scope of Services Specifications. This
revision , it was agreed would specify a single three -task phase research
project rather than the two separate studies described in the original
Request for Proposals. n budget of $70,000 and a six-month time frame
were established for the project.
I was assigned responsibility for continuing the Consultant selection
process by coordinating the preparation of the revised and more detailed
scope of services specifications and contacting the thirteen firms as
to the Technical. Review Committee's response to their respective pro-
posals to provide professional services.
