The presentation schedule was 'as follows: 9:30 A.M. Gladstone Associates 10:30 A.M. Arthur D. Little, Inc. 11:30'A.M Touche Ross & Company The Technical. Review Committee was expanded on this occasion with the addition of Mr. Jerry Leyendecker, Director, Metro Dade County office of Economic Development. After the presentations were concluded each of the Committee members ranked the firms in preferred order. Committee members agreed to utilize the composite of individual rank scores to arrive at a final ranking. Via this technique (see attached chart) the firms were ranked. in order of preference as follows: 1) Gladstone Associates, 2) Touche Ross & Company, and 3) Arthur D. Little, Inc. It was affirmed that this rank order would be transmitted to the City Manager for a recommendation of City Commission approval to negotiate and award a contract for professional consultant services to Gladstone Associates for the Economic Analysis and Development Strategy Study. A catalogue indentifying and locating all sources of relevant and retrievable economic data from. City, County, State, Federal and the private sector (e.g.. banks and financial institutions, utilities, universities, etc.) by source, relevancy, timeliness, validity, accessibility, costs and delivery. 2. A listing of available economic indicators relevant to evaluating the City of Miami's economic and fiscal con- ditions. 3. Economic and marketing statistics and indicators develop- ed in the course of completing the market demand analysis and forecast segments of the economic base ana- lysis (Task 2, Item 3) . An analysis of the data and data sources for quality and consistency to identify and resolve data gaps. Task 2 - Economic Base Analysis The product of this phase will be a report which will:. Analyze capital investment flows in Miatni including local banking and financial institution investment, as well as, investment in the area by non-residents, income to residents from investments elsewhere (e.g. property income), and transfer payments such as pensions and government assistance. 5. Assess the linkage between local manpower policy and econo- mic development, including a discussion of the capacity of vocational education programs and various training institu- tions to satisfy local manpower needs and stimulate labor force development. 6. Analyze the impact of City government expenditure, purchas- ing, hiring and contracting policies and practices on Miami's economic growth and development. 7. Delineate problems and impediments which may block or work counter to positive economic development --such as, the out - migration of business, unfavorable tax structure, land avail- ability, image problems, and so forth.' Identify industries with growth potential that are also compatible with the economic and environmental future of the City of Miami by applying shift -share analysis or an alter- native analytic technique, if appropriate. Potential growth sectors should be identified in three areas: 1) Domestic and international industries which are not currently found in Miami, but which Miami has potential to attract and de- velop, 2) industries which are currently operating in Miami which have further growth potential,' and 3) regional econo- mic functions which can be centered in Miami to service the Metropolitan Dade County area and the South Florida region. In addition, for each of the three areas of potential growth the various factors affecting development potential arc to be discussed. Budget & Timetable A budget of $70,000 is available to implement this project. It is estimated that the project should be completed within a sit -month contract period The level of effort and emphasis suggested for the three work phases are outlined below. The final date for response to that advertisement was August 18, 1978. All responses were acknow- ledged by correspondence on August 23, 1978. The RRt? Technical Review Committee met on September 7, 1978 for the purpose of reviewing, discussing, and evaluating responses to the RFp, as well as to establish procedures for continuation of the Con- sultant selection process. As a result of the Committee's delibera- tions on September 7, 1978, three of the thirteen responding firms were, by consensus, eliminated from further consideration due to a poor evaluation of their capabilities to undertake the project(s) coupled with a lack of professional experience on a similar type pro- ject(s). After agreement was reached on the ten firms for 'further consideration, the Committee, after considerable discussion of project scope and avail- able budgetary resources decided to revamp the specifications of the pro- ject(s). As a result, as an alternative to two separate research studies, the Committee agreed to have the ten selected firms prepare final pro- posals in response to revised' Scope of Services Specifications. This revision , it was agreed would specify a single three -task phase research project rather than the two separate studies described in the original Request for Proposals. n budget of $70,000 and a six-month time frame were established for the project. I was assigned responsibility for continuing the Consultant selection process by coordinating the preparation of the revised and more detailed scope of services specifications and contacting the thirteen firms as to the Technical. Review Committee's response to their respective pro- posals to provide professional services.
