FOLLOW"
WHEREAS, the United States Department of Justice has offered a grant
award of 547,000 to Metropolitan Dade County to support the activities of
the Office of the Dade -Miami Criminal Justice Council, and
WHEREAS, the Council has requested a sum of $19,500 from the City of Miami
to help provide local cash match funds for the grant, and
WHEREAS, the Council performs a needed planning and coordination function
in the area of criminal Justice;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAtMI,
FLORIDA:
Section 1. The sum of $19,500 is hereby allocated from the City of
tliami Fiscal Year 1979 Budget: Special Programs and Accounts: Reserve
for Fixed and Sundry: Matching Funds for Federal Grants, to Metropolitan
Dade County.
Section 2. These funds are to be used by the Office of the Dade -Miami
Criminal Justice Council as local cash match for a grant from the United
States. Department of Justice: Law Enforcement Assistance Administration,to

Request for $19,600-
Metropolitan . Dade County's Office of the Dade=1'•liami Criminal Justice Council
has requested $19,500 from the City of Miami to be used toward the local cash
match requirement of a grant fror{i the United States Department of Justice, (See
attached letter from. Dr, Silbert). Actual funding of the 1978 grant program
and anticipated funding for the 1979 grant program is as follows:

The resolution allocates the $19,500 from the Cash Match for Federal Grants account
within Special Programs and Accounts. Also enclosed is a memorandum from Chief
Harms discussing the role of the Council,

The City of Miami has provided for one half of the cash Match
requirement for the Dade -Miami Criminal Justice Council Planning
and Coordinating Grant. This grant ptovides in part a supporting
staff to the Council. This grant ended on December 31, 1978.
To continue their efforts the Council has submitted another'gfant
application foran additional year of funding. The. Executive
Director of the Dade -Miami Criminal Justice Council has requested
that the City of Miami once again contribute one half of the cash
match requirement with Dade County providing the other half.
The Dade Miami Criminal Justice Council and the supporting staff
exist to provide:
Coordination and cooperation between and among the
various agencies of the Criminal Justice System of
Dade County.
Coordination through the efficient and effective use
of scarce federal funds from various sources to im-
prove the Criminal Justice System.
Advice to local officials on city and county criminal
justice related budget matters as requested.
Legislative analysis and development at the local
and federal levels.
To react to local criminal justice issues as they arise
and are brought to the attention of the Council or its
staff thru encouraging appropriate cooperative criminal
justice agency response.
Three staff positions to assist the Dade -Miami Criminal
Justice Council in performing its planning, analytic
and coordinative efforts.

As you now, a

Criminal Justice Council has broadened our focus to include. all funding
sources for criminal justice system improvement as well as the re-
searching of issues of concern to our community.
This restructuring was facilitated by an LEAA grant to our office and
the local cash match provided by the Miami. City Commission and the Board
of County Commissioners. We are completing our first year of operation
under that grant and are now applying for the second year continuation.
Therefore, we are requesting the City to once again consider providing
one half of the local match. Last year the City and County each provided
$16,000 This year, with the LEAA amount being reduced, we are requesting
$19,500 from each Commission for the period January 1 through December 31, •
1979.
We have discussed this with Mr. John Baldwin, the City's grants admini-
strator, and would be happy to provide whatever additional information
you may need.
