1. The resignations have accumulated since July, without successor'
appointments being made. Thus the current vacancies do not
.represent any single set of reasons,
2, There is always turnover on large boards. Members of large boards
tend to feel that their voice and voteareless significant than
members of small boards, Many people feel that boards with larger
than seven members have problems in group dynamics that maketheir
work more difficult.
3. There have been a variety of reasons for the resignations. Chair-
person Bruce Thompson has gone into his own private business.
Vice -Chairperson Marie Doland has moved to Central Florida. Alicia
Baro has expressed dissatisfaction with the organization of the
affirmative action function Employee member Ilia Nye has resigned
primarily because of her new job duties in the Police Chief's office.
Teresa Saldise found that the Board work frequently conflicted with
her law practice. These, at least, are my best understandings of
the primary reasons.
Most members have indicated a feeling that they have no significant
influence on the City's affirmative action efforts. In some cases,
they have expressed this as a desire to see the Affirmative Action
Office report directly to the City Manager Yet the prevailing
attitude, in my judgement, is an impression that neither the City
Commission nor the City Manager pays sufficient attention to their
recommendations. The. Board has adopted formal resolutions, sent
official correspondence, and held official discussions on a variety
of topics. The members have indicated, specifically, (1)That the
City needs more funds for affirmative action training; (2)That the
City should provide more funds for the Affirmative Action Officer
to attend out-of-state seminars and workshops; and (3)That the
City should pay for more than one position in the Affirmative Action
Office, since three of the four jobs are now CETA-funded.

The staff should include latins, blacks, as well
as anglo women: This staff should be the thodel
for the City.
The staff must be adequately:trai.ned. No current
Affitinative Action office staff member has any
previous background in the area, nor has there
been any meaningful training provided for this
staff. This staff :.fast possess a professionsl
understanding and poise regarding this delicate
problem if We are to accomplish our task with
the least amount of disrUption of the City's
on -.going operations and pro -rote community
harmony in the process.
The size of the City's workforce and the
population of the City of :`.iami., i'n relation-
ship to the Affirmative Action office full time
staff puts the City at a disadvantage in
effectively accomplishing the Affirmative Action
task.
The Affirmative Action officer -must spent more
time promoting and interpreting the City's
Affirmative Action plan.
