1HEREA84 the City Commission adopted Ordinance No. 8719
on ttettbet 264 19/7 establishing resources and appropriations
for grant funds anticipated by the City of Miathi, Plorida, and
for corresponding City matching funds; and
WHnEAS, the City COMMiS8iOn adopted Resolution No 78665:
on October 24, 1978 authorizing the City Manager to accept the
l'Offer of Grant" dated September 30, 1978 from the 'U.S. Community ,
Services Administration, in an amount not to exceed $30 HO. for
the purpose of implementing a coMmunity Economic Development Demon.,
stration
ment of a financial assistance program and the implementation of
a study to assess the feasibility of creating a deVeloPment organ-
ization to encourage economic development projects within the City
by securing a greater utilization and coordination of existing
and anticipated private, city, county, state, and federal
resources;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA;

Section 2. All ordinances or perte of ordinanteg insofar as
they are inconsistent or in conflict with the provisions at this
ordinance are hereby repealed.
Section 3. If any section, part of Section., paragraPh, clause,
phrase, or word of this ordinance is declared invalid, the retain..
ing provisions of this ordinance shall not be affected.

- The development of a Comprehensive Financial Assistance Pro-
gram which will be directed toward the coordination of existing
financial resources, improving access to available high -risk.
loan and equity capital resources for investmentindeclining
neighborhoods and city-wide public/private development projects,
and developing new financial resources or tools for economic

A feasibility analysis of an organizational structure for the
implementation of the Financial Assistance Program which would
promote economic development, facilitate the attraction of new

In compliance with the City's Grant Administration Policy (APM-8►78)
the attached Grant Fund Appropriation Ordinance has been prepared for.
adoption by the City CoiSsiori,
The City Cbrnrniesion can betobet 24, 1978 approved Resolution 78-6 5,
accepting the grant offer for a Community Economic Development project.
The attached Ordinance appropriates the $3b,00b in federal funds from
the U. S. Community Services Administration (CSA) , office of cohornic
Development and the required City Cash Match of $15,000 from the budget
of the office of Trade & Commerce Development.
The city of Miami Community Economic Development Demonstration Project
will involve planning, design, and development of a Financial Assistance
program and the implementation of a study to assess the feasibility of
creating a development organization to encourage economic development
projects within the City by securing a greater utilization and coordi-
nation of existing and anticipated private, City, County, State, and
Federal program resources.
The anticipated benefits to the City of Miami from this demonstration
project include:
The development of a Comprehensive Financial Assistance Pro-
gram which will be directed toward the coordination of existing
financial resources, improving access to available high -risk
loan and equity capital resources for investment in declining
neighborhoods and city-wide public/private development projects,
and developing new financial resources or tools for economic
development in the City.
A feasibility analysis of an organizational structure for the.
implementation of the Financial Assistance Program which would
promote economic development, facilitate the attraction of new
business and industry, create and expand job opportunities and
thereby strengthen the economic base and tax base of the City.
