The amount of Federal Revenue Sharing funds available to the City for the last three (3) fiscal years has been decreasing. Consequently, the amount of funds available for social service programs, as well as traditional municipal operations, has decreased. These losses have been absorbed proportionately by municipal operations and social service programs. For fiscal year 1978-79 the City anticipated approximately $8 million in Federal Revenue Sharing funds. Of this amount, $445041 was appropriated for social service agencies, which is considerably less than the previous year's allocation. Consequently, the number of programs previously funded and the amount allocated had to be reduced. During the discussion 6f the proposed allocation plan for social service programs the City Commission expressed a concern about the final allocations and directed the Citizen Servicesstaff to make certain modifications. According to Donnie Horne, Assistant Director for Citizen Services, all modifications have been made with the exception of the Dade County Community Schools and the Dade County After School programs, which is still being reviewed by the City Commission. Attached please find two items of proposed legislation for financing social service programs for fiscal year 1978-79. These legislations incorporate all of the modifications agreed upon by the City Commission to -date. The first legislation is an ordinance increasing the appropriation for social service programs in the General Fund Special Programs and Accounts by $43,401 (from $508,779 to $552,180). This increase is being financed from the following sources: $33,140 from the estimated fiscal year 1977-78 Federal Revenue Sharing Social Services Program unexpended appropriation and $10,261 from the Contingent Fund. .2.
