THE ANNUAL APPROPRIATIONS ORDINANCE POR THE FISCAL
YEAR ENDING 'SEPTEMBER 10, 1079, AS AMENDED, BY
INCREASING THE APPROPRIATION POR SPECIAL PROGRAMS
AND ACCOUNTS, SOCIAL SERVICES PROGRAM IN AN AMOUNT
OF $43,401; BY DECREASING 1'HE APROPRIAt1ON POR
SPECIAL, PROGRAMS AND ACCOUNTS, CONTINGENT I;UND, IN
AN AMOUNT OP $10,261; AND BY INCREASING ANTICIPATED.
REVENUES, FUND BALANCE APPROPRIATION, IN THE AMOUNT
OP $83,140 (PROM FISCAL YEAR 1977.78 FEDERAL REVENUE
SHARING SOCIAL SERVICES PROGRAM UNEXPENDED
APPROPRIATIONS); CONTAINING A REPEALER PROVISION AND
A SEVERABILItY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No, 8858 on September
28, 1978 establishing revenues and appropriations for the City of Miami,
Florida for the fiscal year ending September 30, 1979; and
WHEREAS, said ordinance appropriated an amount of $445,941 into Special
Programs and Accounts, Social Services Program for fiscal year 1978-79; and
WHEREAS, it has been determined that a total amount of $552,180 will be
needed for the fiscal year 1978-79 Social Services Program; and
WHEREAS,Resolution Number 78-617, 78-667, and 78-668 allocated a combined
total amount of $62,838 to various social services programs from Special
Programs & Accounts, Contingent Fund; and
WHEREAS, an amount of $33,140 is available in the Federal Revenue Sharing
Social Services Program unexpended appropriations forFY'77-78 which will be
lapsed into fund balance, and can be appropriated into Special Programs and
Accounts for FY'78-79 Social Services Program; and
WHEREAS, an additional amount of $10,261 is available in Special Programs
and Accounts, Social Services Program, for the purpose of meeting the
aforementioned total allocation of $552,180 for the fiscal year 1978-79 Social
Services Program;

For the past five (S) years the City of Miami has allocated a portion of
its Federal Revenue Sharing funds to various social service agenties for
the operation of programt that were not provided by other agencies or were
insufficient if provided.
The amount of Federal Revenue Sharing funds available to the City for the
last three (3) fiscal years has been decreasing. Consequently, the amount
of funds available for social service programs, as well as traditional
municipal operations, has decreased. These losses have been absorbed
proportionately by municipal operations and social service programs.
For fiscal year 1978-79 the City anticipated approximately $8 million in
Federal Revenue Sharing funds. Of this amount, $445041 was appropriated
for social service agencies, which is considerably less than the previous
year's allocation. Consequently, the number of programs previously funded
and the amount allocated had to be reduced.
During the discussion 6f the proposed allocation plan for social service
programs the City Commission expressed a concern about the final
allocations and directed the Citizen Servicesstaff to make certain
modifications. According to Donnie Horne, Assistant Director for Citizen
Services, all modifications have been made with the exception of the Dade
County Community Schools and the Dade County After School programs, which
is still being reviewed by the City Commission.
Attached please find two items of proposed legislation for financing
social service programs for fiscal year 1978-79. These legislations
incorporate all of the modifications agreed upon by the City Commission
to -date.
The first legislation is an ordinance increasing the appropriation for
social service programs in the General Fund Special Programs and Accounts
by $43,401 (from $508,779 to $552,180). This increase is being financed
from the following sources: $33,140 from the estimated fiscal year
1977-78 Federal Revenue Sharing Social Services Program unexpended
appropriation and $10,261 from the Contingent Fund.
