WHEREAS, Ordinance No. 8790, adopted April 27, 1,)780
authorized the city Manager to organize and conduct Childrenla
Creative Experience Programs in City parks and to charge a fee
of $15 per thild'vith such pre, -school activities t#5 c6t1Urttice it
the month of October and conclude in the month of May, and such
fee, to provide specialized .instruction and supplies, to be payable
upon, registration or in a maximum of 3 installments; and
WHEREAS, the Department of Leisure Services estimates
that said fees will amount to $4,500 for the 1978-79 fiscal year;
and
WHEREAS, the Department of Leisure Services has reques-
ted that a trust and agency fund be established for the collection
of said fees;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA;
Section 1. The following Trust and Agency Fund is
hereby established and resources are hereby appropriated as
described herein;

RESOURCES: Program Participant Fees
APPROPRIATION; Chiltren's Creative Experience,*

Section 2. All ordinances or pars of ordinances
- insofar as they are'inconsistent or in conflict with the pro,,,
visions of this Ordinance are hereby repealed.

The City Commission on April 27, 1078, passed Ordinance 8700
Which authorised the City Manager to organite and conduct
the Children's Creative Experience Program in City Darks arid
to charge a fee of $15 per child with tudh pre-schoial
activities to commence in the month of October, 1978 and
conclude ift the month of May, 1979 on at annual basis. The
revenues derived frail the fees would be used to provide
specialized instruction and supplies. The fees are payable
upon registration or a maxim/1 of 3 installments.
At the present time, monies are collected and deposited in the
Oefteral Fund under Object Pkvetue Code 217, Since there was
no budget submitted for the Children's Creative Experience
Programs, the teparLmeat of Leisure Services is preparirig one at
this tiya.
The Depattat of Leisure Services is requesting an emergency
ordinance creating a Children's Creative Experience Trust and
Agency Fund and that all monies previously collected be trans-
ferred into that fund so that the monies can be used far
instruction and materials as outlined in Ordinance 8790.
The attached ordinance proposes the establishment of a new
Trust and Agency FUnctentitled: "Children's Creative Experience"
and anticipates the collection of fees in the amount of $4,500
for fiscal year 1978-79.
