A RESOLUTION CONCERNING THE 2ND ANNUAL OPEN
HOUSE 8 FESTIVAL, WHICH IS TO BE HELD ON
MARCH 11, 1979; CLOSING CERTAIN STREETS TO
THROUGH TRAFFIC ON THAT DATE DURING SPECIFIED
HOURS AND ESTABLISHING A PEDESTRIAN MALL; SAID
STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY
THE POLICE AND FIRE DEPARTMENTS; WAIVING ONE-HALF
OF THE RENTAL FEE FOR THE SMALL AND LARGE CITY
SHOWMOBILES, SUBJECT TO PAYMENT BY THE KIWANIS
CLUB OF LITTLE HAVANA, THE PRIME SPONSOR OF SAID
FESTIVAL, OF ALL RELATED COSTS; ALLOCATING $148
FROM SPECIAL PROGRAMS AND ACCOUNTS, QUALITY OF
LIFE PROGRAM - FEE WAIVERS, TO COVER THE COST OF
THE WAIVER OF ONE-HALF THE RENTAL FEE FOR SAID
SHOWMOBILES; AND PROVIDING A GRANT OF CASH
ASSISTANCE IN THE AMOUNT OF $4,500 TO THE KIWANIS
CLUB OF LITTLE HAVANA; SAID FUNDS TO BE ALLOCATED
FROM SPECIAL PROGRAMS AND ACCOUNTS, QUALITY OF
LIFE PROGRAM - COMMUNITY FESTIVALS; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
ATTACHED SUPPORT AGREEMENT SETTING FORTH THE
CONDITIONS UNDER WHICH THE CITY WILL PROVIDE
THE CASH ASSISTANCE GRANT.
WHEREAS, the Kiwanis Club of Little Havana, a nonprofit
corporation under the laws of the State of Florida, has
requested assistance from the City of Miami in connection
with the 2nd Annual Open House 8 Festival (Calle Ocho) to be
held on S.W. 8th Street from 10:00 A.M.
March 11, 1979; and

WHEREAS, the City Commission has adopted a policy con-
cerning City assistance for such festivals (Resolution No.
78-602);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Setion 1. In order to establish a temporary pedestrian
mall, the following streets are hereby closed to through
traffic on March 11, 1979, during the hours from 10:00 A.M.
to 10:00 P.M.; such closing of streets being subject to the
issuance of permits by the Police and Fire Departments:

(a) S.W. 8th Street from Beacom Boulevard to
S.W. 12th Avenue.
(b) All avenues intersecting the area listed above,
except for S.W. 17th and 22nd Avenues, from
S.W. 7th Street to S.W. 9th Street.
Section 2. The waiver of one-half the regular rental
fee of $295 for the use of the small and large City showmobiles
during said festival is hereby approved, with funds in the
amount of $148 hereby allocated from Special Programs and
Accounts, Quality of Life Program - Fee Waivers, to cover
the cost of said waiver, which is granted subject to the
Kiwanis Club of Little Havana paying for event personnel,
insurance, and all other direct costs borne by the City.
Section 3. The City Manager is hereby authorized to
execute the attached support agreement setting forth the
conditions under which the City will provide a $4,500 cash
assistance grant to be used to pay for festival costs, which
sum is hereby allocated from Special Programs and Accounts,
Quality of Life Program - Community Festivals.

I have been in contact with Mr. Leslie Pantin, Jr., over the past few
months concerning his preparations for the 2nd Annual "Open House 8"
festival and the City of Miami's efforts to assist the sponsors of
that event by providing services and by providing a cash grant to help
cover certain charges to the festival sponsors.
Mr. Pantin has also coordinated his planning efforts with the Director
of Solid Waste,the Director of Tourism Promotion, the Director of Leisure
Services, and the Police Department for resources needed for the festival.
I have contacted these departments and also Dick Roach, of Stadiums and
Marinas, and Bob Heggy, of Leisure Services. We have tentatively agreed
that the City will provide the following services:

- Clean-up of 8th Street prior to festival
- Provision of extra litter containers
- Clean-up of 8th Street after conclusion
of festival on Sunday Night, March 11.
Personnel (on -duty and off -duty) to provide
security and traffic control
An additional 10 policemen will be hired by
the festival sponsors to provide additional
assistance.
- Provide two snowmobiles with personnel to
assemble and disassemble these units
- Provide and set up/take down a boxing ring
along with small boxing exhibition
- Will insure that landscaped islands along
8th Street are clean prior to and cleaned
up after festival. (Areas of City respon-
sibility)
- Will provide back-up support for assisting
in putting up banners, flags, and streamers
from telephone poles along 8th Street.
- Will provide publicity assistance for
promoting "Open House 8."
- Will provide parking for shuttle services
to Open House 8.

Costs of "billable" services to be performed by the City are estimated
as follows:
Police

The festival will also incur other expenses, such as paying for fire rescue
units, which cost approximately $ 400.00 last year.
Mr. Leslie Pantin, Jr., and I have agreed that a City cash grant in the
amount of $ 4,500 would be recommended, pending the satisfaction of all
of the provisions of the City Commission Policy 100-4. The above in-
formation and the required agreement will be included in a formal
recommendation to you for possible inclusion in a package of information
to be submitted for Commission consideration on February 22, 1979.
By copy of this memorandum, I am requesting all Department Heads involved
to record all costs associated with this festival (billable and non -billable)
so that we can maintain these costs in our files for future use.

Bob Homan of your office asked me to write to you requesting
City assistance for Open House 8 to be held March 11, 1979.
We want the City to help us in the areas of police protection,
sanitation and other City services. The rest of the event and
decorations will be paid for by private funds. To be specific
I list below the areas we need City assistance:
1
1) Police Protection: This year our club paid over
$4,000 from our funds to provide the needed protection
for the event. We are asking to help in this area
for 1979.
2) Sanitation: Clean up before and after. The event, was
provided by the City this year, and we are asking for it
again in 1979.
3) Recreation: The department cooperated in many areas last
year including providing and setting up boxing ring and
use of shownobiles, we need their help again.
4) Publicity: The department helped us last year and we
will like their help again.
We meet the requirements of the Commission's Policy on Festival
(Res 78-602) and as per Mr. Roman's request I will address Sect. A
points 1 - 3 ld) below:
A) As outlined previously we will only request assistance
for "billable" services such police, sanitation, recreation
and publicity.
1) Kiwanis Club of Little Havana is incorporated as a Non-profit
corporation under the laws of the State of Florida, officers
and directors are on letter head.

• PURPOSE: To bring the entire community closer together.
NOW: By inviting the community to an open house on S.W.
8 St., featuring a festival of art, music, dance
and food.

S.W. 8 St. from Beacon Blvd. (27th Avenue) to 12th
Avenue. Miami, FL

ORGANIZER: Kiwanis Club of Little Havana
.PRIME SPONSORS: Corporations and organizations that sponsors one of
the main events.
EVENTS
MUSIC: Six different musical sites, offering non-stop live
entertainment throughout the festival. (1978 sponsors:
Southeast Banks, Miller Brewing Co., Sun Banks, Montura
Ranch Estates and W.T.V.J. - Ch. 4).
ART: An art show/sale throughout S.W. 8 St., by local artists.
In 1978 over 300 artists participated and $4,200 was
awarded in cash prizes to beat works in different
categories. (1978 sponsor: Vanidades Magazine -Editorial
America).
FOLKLORIC SITES: Three sites offering typical latin dances, guitar,
ballet, etc. In 1978 we had only one site, due to it's
popularity we are having three in 1979. , (1978 sponsor:
Pepsi Cola Bottling Co. of Miami).
CHILDREN'S SITE: One site featuring entertainment for children, with
music, dance, flowers, puppets, etc. This is a new
feature for 1979.
COMPARSAS:

Street dancers and conga groups, very typical of
carnivals in Cuba and Brazil. (1978 sponsor: A.R.A.
Foods).
TRANSPORTATION: In 1978 we had a tram to move people inside S.W. 8 St.
Because of the amount of persons in the street it had to
be stopped, it simply could not move.
In 1979 a complete new approach is planned. Mini buses
will continously bring people from nearby large parking
areas, like the Orange Bowl. (1978 sponsor: The Bank of
Miami) .

FOOD: Restaurants in S.W. 8 St. will set up outside cafes and
be prepared to serve the large crowd.

BOXING & KARATE:
•
An outdoor ring featuring youngsters from the area's
boxing & karate programs. Very popular in 1978,
bleachers and chairs will be added in 1979. (1978
sponsor: Miller Brewing Co.).
CIGAR ROLLING: Exhibit featuring the making of a Cuban cigar from the
leaf to finish product. (1978 sponsor: Dade Federal &
Padron Cigars).
STREET
DECORATIONS:
THEATER:
A large welcome banner plus brighty color pennants and
flags criss crossing over the street. (1978 sponsor:
Kiwanis of Little Havana with the cooperation of Southern
Bell).
One act plays in the street and parks. (1978 sponsor:
Prometeo Players - Miami Dade Community College - New
World Center).
"Calle Ocho" Open House 8 in 1979 will be basically the same as in 1978. We will
add a few new events and the availability of food and transportation will be
improved.
"Open House 8" in 1978, was held on March 12, organized by The Miami Herald & The
Kiwanis Club of Little Havana it was attended by more than 100,000 persons. The
festivals and sponsors received wide publicity in all newspapers, T.V. and radio
stations. Plus editorial congratulations in the Miami Herald and on Channel 4.

People from all South Florida accepted our invitation as a Channel 4 editorial
put it: "Anglos and Latins walked and talked and looked and listened.... there
was better understanding at day's end".
Our goal was achieved.
Kiwanis Club of Little Havana: Charted in 1975, has the goal of bettering our
Community.
It's membership conists of more than 60 young professionals mainly from Miami's
Cuban -American community.
Club Projects are
sponsoring summer

varied, putting emphasis on disadvantaged youths. They include
camps, Boy Scout, soccer 6 football teams and helping many
Two projects stand out in the short history of the club:
Manolito Lopez a Cerebral Palsy victim who came to the club asking for
help to better his condition. The club members researched installing
a bran pacemaker, contracted the doctor to do it, and raised the
nearly $10,000 cost of the operation. The Club also took care of a
follow up operation and carefully monitor Manolito's progress.
Youth Basketball League: held every spring for boys in trouble with the
law or school. Members serve as coaches and officials and club pays
for all uniforms and equipments. Members become close to boys and
counsel them. In 1978 more than 110 boys participated in the 10 weeks
league.
Kiwanis of Little Havana is extremely proud to be the receipient unprecedented
first place "Achievement Awards" for each of its first two years. This prize is
awarded by Florida Kiwanis to the best project in the State.
The club is planning to greatly expand its Christmas toy project calling it

Toy For Every Child". The goal is to present a new toy to every needy child

in Dade County. Many corporations have already agreed to be a sponsor in the
project. On Saturday, December 23, 1978 the toys will be distributed at
a central location.
Kiwanis Club of Little Havana will continue to originate and sponsor projects
for the benefit of the entire community.
