Section 56-30 of the Code: of the City of Miami, Florida, as amended, is hereby further amended to read as follows; "Sec, 56-30., Requirements for vehicles, A, No perm4 under this article shall be issued,for the operation of any vehicle the condition of which would interfere with or detract from the comfort, cenveniOrloo or safety of the passengers transported thprein. Movement of the bolt shall only take -place when direct force or pressure is applied through the turning action of an inserted key. (iil.) It shall also be equipped with a relocking mechanism that locks the door of the safe automatically by means of a spring -loaded relocking steel bar no less than 3/8 inches in width, which bar will be thrust into a locking position if the lock or primary - locking mechanism is forcibly moved from the interior of the safe door. (2) The drop safe, shall be bolted to the floor of the taxicab in the front portion of the vehicle. The bolts will. be' installed'frotn the vehicle interior using a minimum of three,stovehead bolts of 1/2 inch dimension, with accompanying nut. The 'stovehe.ad bolts shall also have a 1/6 inch hole through the same in which a cotter key shall be placed from the vehicle interior. (3) Each such taxicab shall exhibit a decal or. sign on the exterior of each rear door. The sign Or decal shall contain the following in red luminous letters 2 inches in height on..a white background: DROP SAFE ,EQUIPPED DRIVER HAS NO KEY (4) (i) It shall be unlawful for any person, to operate or ,permit anyone to operate any taxicab for which a certificate has been issued by the city without said vehicle being equipped with a drop safe, as set forth herein. (ii) It shall be unlawful for any person to operate or permit anyone to operate any taxicab for which a certificate has been issued by the city without said vehicle displaying the herein ,described decal or Section 2.. Harms Chief of Police JAN 1 0 1978 Proposed New City Ordinance Drop Safes LEG 9-2 Whereas taxicabs are particularly vulnerable to robberies and thereby subjecting taxicab drivers to great personal physical danger, it is physically impossible to provide complete police protection to cab drivers. The Police Department would recommend passage of the ordinance covering the installment of the drop safe in City of Miami taxicabs for the following reasons: After evaluating the use of drop safes in several other large cities it is concluded that the most feasible method for reducing robberies and injuries to the taxicab drivers is the use of drop safes. The use of drop safes in beer trucks and whiskey trucks travelling the streets of Miami and also in convenient food stores has proven to reduce the robbery rate a tremendous amount. The cost of installment of a drop safe in a taxicab would be of a minimal amount and could be transferred from one cab to another at a• very small cost. AT ARMS KAN KAN MUSA December 22, 1978 Mayor Maurice Ferre Office of the Mayor 3500 Pan American Drive Miami, Florida 33133 Dear Mayor Ferre: Eddie Smith, a cab driver of Magic City and Harlem Cab Company was murdered on the 14th day of October while he was working. We believe that if -the cab had been equipped with a bullet proof shield, his death could have been prev=nted. Within two and ,a half weeks in the month of October, three (3) cab drivers were killed. We hold the governs-nt and comnanias responsible for these murders indirectly, because there is no safety device within the cab to protect the drivers. The taxicab companies are e::plo?.tin-� the leases and the drivers, because theris no ben -fit or any assistance given to them. The situation is very deplorable and something must be done about it.
