INTER•OFFICE MEMORANDUM
DATE.
FEB 13 1979
FILE:
SUBJECT: Memorandum of Understanding with GSA
REFERENCES:
ENCLOSURES:
Several months ago, we were contacted by the General Services Administration,
Region IV, located in Atlanta, Georgia, with a proposal that the City enter into
the attached memorandum of understanding, which would be mutually advantageous
to both the Federal Government and the City. As part of President Carter's
Urban Policy, he directed GSA to attempt to involve central cities in their
decisions concerning location of the Federal offices, to make available surplus
government owned real and personal property to cities as feasible, to work with
cities in assuring that areas which have been designated as labor surplus areas
would be assisted in applying for various Federal contracts with particular
emphasis on the involvement of minority contractors in various Federal purchases.
As part of GSA's endeavor to implement the President's Policy, they are offering to:
1. Coordinate their locating of Federal agencies with the City's objectives
of core area revitalization
2. Coordinate and make available various Federal facilities by City or non-profit
organizations
3. Make government surplus property and GSA's purchasing abilities available
to the City
4. Assist in establishing procedures for minority contractors to be involved
in GSA procurement
In response, the City agrees to keep GSA informed of development plans in the
City, and to assist GSA in disposing of any surplus real property that it may
have available.
It is my recommendation that the City enter into this memorandum of understanding
with GSA, and that this be placed on the City Commission's agenda for February 22,
1979.
