WHEREAS, Dade County Council of Arts and Sciences, has requested
an amount of $10,000 from the City of Miami in support of the Council's 1979
operating budget; and
WHEREAS, in return for said support, the council offers its serv-
ices as a screening agency for funding requests from not -for -profit cultural
organizations; and
WHEREAS, the Council has been instrumental in securing grants for
local cultural projects; and
WHEREAS, funds are available in the General Fund, Special Programs
and Accounts, Quality of Life - City Wide Events and can be allocated to pro-
vide support for the aforesaid operating budget;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The amount of $10,000 is hereby allocated from the
General Fund Special Programs and Accounts, Quality of Life - City Wide Events
for the purpose of providing support for the Dade County Council of Arts and
Sciences' 1979 operating budget.

Attached is a proposed resolution allocating $10,000 from the General
Fund, Special Programs and Accounts, Quality of Life - City Wide Events,
in support of the Dade County Council of Arts and Sciences' 1979
operating budget. This resolution has been prepared for the February 22
City Commission meeting.
The Council is Dade County's funding source for grants to cultural
projects and has been named the agency to handle the 20% of the new
Tourist Room Tax earmarked for cultural and special events.
In his January 8, 1979 letter requesting support Mr. Frank Cooper,
Executive Director, states that the Council is instrumental in securing
grants for local cultural projects both at the state and national
levels. He also mentions that the Council has directly served nineteen
cultural organizations in the City of Miami as well as the Offices of
Cultural Affairs and Cultural Experiences.
The level of support requested amounts to approximately 10% of the
Council's 1979 operating budget. In return for support, the Council
offers its services as a screening agency for funding requests from
non-profit cultural organizations.

This letter is to request the sum of $10,000 from the City of Miami in support
of the 1979 operating budget of the Dade County Council of Arts and Sciences.
Following our conversations and those you have had subsequently with our treasurer
and former chairman, Parker Thomson, I am happy to detail the Council's need and
some of the services it might render on behalf of the City of Miami during 1979.
Our current operating budget for the year (excluding the proposed Celebration
of the Centuries and our CETA-funded Artists -in -Service program) is $97,000.
Funding has been secured as follows:
Dade County Commission $45,000
Junior League of Miami 10,000
City of Coral Gables 5,000
Fine Arts Council of Florida 20,000

To lock -in our budget, the Council is seeking $10,000 from the City of Miami,
$5,000 from the City of Hialeah and $2,000 from the City of North Miami -- each
of which has indicated willingness to consider such requests. In return for
support, the Council offers its services as a screening agency to each city faced
with requests for funding from not -for -profit cultural organizations. Moreover,
the Council provides a wide range of services directly to individuals in the arts
and sciences as well as to not -for -profit cultural organizations and to schools,
colleges and universities.
We are Dade County's funding source for grants to cultural projects and have been
named the agency to handle the 2E of the new Tourist Room Tax earmarked for cul-
tural and special events. We are instrumental in securing grants for local cul-
tural projects both at the state and national levels. During the past year we have
directly served nineteen cultural organizations in the City of Miami as well as
the offices of Dr. Hernando Lizaso and Mrs. Marguerita Ross.
No fee is charged by the Council for its services, so we must turn to the variety
of funding sources listed above to support our activities. Such support goes
towards staff salaries, materials and supplies, printing, postage, and a variety
of free, public-service workshops in publicity and promotion, volunteerism and
grantsmanship. Besides the Council's first community -wide Cultural colloquium held
last year, we inaugurated an on -going series of public forums (the first of which,
"The Future for the Florida Philharmonic," has helped bring about a broader base

of support for the orchestra). In 1979, we will continue the series as well
as the bimonthly publication of our newsletter (which is another service for
cultural groups both through its calendar of events and through feature articles).
One of the most valuable services the Council offers is through its volunteer
Lawyers for the Arts Program. This program provides free legal service to eli-
gible clients and is available to any cultural organization in the county.
The Council is in daily contact with the majority of cultural organizations and
institutions in Dade County. The services we render are not always immediately
visable, however the results have been a financial benefit to special projects
within the City of Miami as well as other non-profit organizations.
