HomeMy WebLinkAboutR-79-0113z�2 fi RESOLUTION NO. 7 9" 1 1 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE NATIONAL COMMITTEE: ARTS FOR THE HANDICAPPED FOR A "VERY SPECIAL ARTS FESTIVAL" (3RD. YEAR) AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY CON- TRACT(S) AND/OR AGREEMENT(S) TO IMPLEMENT THE PROGRAM. WHEREAS. the City Manager or his representative has applied for a grant from the National Committee: Arts for the Handicapped; and WHEREAS, this program will provide the opportunity for handicapped residents of the City of Miami to participate in an arts festival to be held June 1 and 2, 1979 in the Coconut Grove Exhibition Center; and WHEREAS, the "Very Special Arts Festival" held March 3, 4, and 5, 1978 in Bicentennial Park was successful in providing art services to many handicapped residents of the City of Miami; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to accept a grant award from the National Committee: Arts for the Handicapped for a "Very Special Arts Festival" (3rd. Year). Section 2. These funds were allocated with the expectation that the City provide a cash match of $4000.00. The projects total budget is $8000.00. The grant period is January 1, 1979 - December 31, 1979. These funds will be used to provide a therapeutic and culturally enriching arts program for the physically disabled, mentally handicapped, and economically disad- vantaged individuals. Participants will include handicapped children and youth within the site region. The festival program will be designed as a non- competitive demonstration of the impact of arts in developing artistic respon- siveness and increasing general learning achievement among handicapped people. The VSAF will include participation in all the creative arts: movement/dance, drama, visual arts, music, media. $4,000 Progress report - April 15, 1979 Final report - September 1, 1979 Financial report - September 1, 1979 One payment - March, 1979 01 NCAH Annou. .ement of Grant Page 2 Article II (General Information) IX The grantee agrees to comply with the following general conditions. A. Purpose: Under the applicable laws of the United States, all grant funds must be expended for chari- table, scientific, literary, or educational purposes. This grant is made for only the purposes stated in your proposal, and the grant funds as well as any interest earned thereon may not be expended for any other purpose without NCAH's prior approval in writing. It is understood that the funds will be used substan- tially in accordance with the approved budget. (If a budget has not been submitted, it must accompany the signed grant application. Grant award will not be finalized until this budget has been received by NCAH.) B. Program Monitoring and Evaluation: NCAH may, at its own expense, monitor and conduct an evaluation of operations under the grant, which may include visits by representatives of NCAH to observe the Grantee's program procedures and operations and discuss person- nel with the Grantee. C. Accounting and Fiscal Review: Although the grant funds need not be physically segregated, the receipt and ex- penditure of such funds must be shown separately in Grantee's accounting records. A systematic record shall be kept by the Grantee of the disbursement of funds and expenditures incurred in connection with this grant. Vouchers consisting of bills, invoices, cancelled checks, receipts, etc. shall be retained by the Grantee for at least two years after final disburse- ment of the grant and may be examined by NCAH represent- atives on reasonable notice during regular business hours. Copies of such documents shall be furnished to NCAH at its request and expense. NCAH may at its expense and on reasonable notice to Grantee audit or have audited the records of the Grantee insofar as they relate to the activities financed by this grant. D. Budget: This grant has been based upon a detailed expense budget. No changes in excess of 20% in each category may be made in budgetary allocations without NCAH's prior written approval. Unexpended grant funds must be returned to NCAH along with year-end report (due September 1, 1979). E. Reversion of Grant: This grant is intended to support a specific project for a specific period. Any portion of the grant unexpended at the completion of the project or the end of the period shall be returned to NCAH within 15 NCAH Announcement of Grant Page 3 r days. If the Grantee fails to perform any duty to be performed by it under the General Conditions or Special Conditions or ceases to be an appropriate means of ac- complishing the purposes of the grant, NCAH may at any time or times by written notice to the Grantee postpone, cancel, or postpone and thereafter cancel all unpaid in- stallments of the grant, and the Grantee shall within five days after written demand by NCAH repay to NCAH the portion of the grant received but not disbursed by the Grantee and all portions of the grant which, although disbursed, are within the Grantee's control. F. Additional Support: By making this grant, NCAH assumes no obligation to provide other or additional support for the Grantee. G. Reporting: The Grantee will furnish NCAH with final details as to dates, schedule, participants, and re- lated information as soon as possible. A detailed written progress report on activities of the VSAF will be submitted by April 15, 1979. A final detailed report appraising the results of the VSAF will be submitted by September 15, 1979. The format of the financial report will be consistent with that of the approved budget and show a comparison of actual and budgeted expenditures. H. Publicity: When the Grantee issues news releases con- cerning the grant, a copy of the release should be sub- mitted to NCAH. All releases, publications, programs, invitations, etc. must include the following: "A Project of The National Committee, Arts for the Handicapped". I. Prohibitions: The grant funds may not be usad for any of the following purposes: to attempt to influence legislation or the outcome of any specific public elec- tion; to carry on, directly or indirectly, any voter registration drive; to make grants to individuals or to other organizations, which do not comply with the require- ments of Internal Revenue Code Section 4945 (d) (3) or (4); or undertake any activities for a non -charitable purpose. J. Extensions: In the event that the VSAF or component thereof (i.e., teacher workshops) is.scheduled after September 1, 1979, written approval must be given by NCAH, no later than August 1, 1979. Article III (Special Conditions) X The Grantee accepts and agrees to the following special con- ditions: NCAH Annoq002ment of Grant Page 4 A. The Grantee agrees to appoint a VSAF Coordinator, act- - ing in a full-time or part-time position, to be responsible for the overall development and implementation of the VSAF program. The Coordinator will be expected to attend a VSAF Regional Training Workshop in January/February 1979. Costs for transportation, meals and lodging will be reim- bursed by NCAH. B. The Grantee agrees to submit for NCAH approval a detailed budget for the VSAF program, indicating expected expenditures and sources of support. C. The Grantee agrees to include all arts in the VSAF program: drama, visual arts, dance/movement, media, film. D. The Grantee agrees to communicate and share program materials with four surrounding regions. These regions will be named in the first progress report. These regions will be invited to attend the VSAF program at their own expense. E. The Grantee agrees to submit 15 copies of all printed material (programs, invitations, etc.) to NCAH as well as 12 color slides and 12 8" x 10" black and white glossies of VSAF activities for use in NCAH publications and presentations. (Be sure that photo releases are obtained from parents.) F. The Grantee agrees to plan for continuation of the program for a second year, regardless of funding support from NCAH. Article IV (Assurances) XI The Grantee accepts and agrees to comply with the following assurances regarding non-discrimination on the basis of race, religion, sex, handicapping conditions: A. No person shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be sub- jected to discrimination under any program or activity conducted by the Grantee during the project period. B. No person shall, on the basis of a handicapping condi- tion, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity conducted by the Grantee during the project period. No person shall, on the basis of race, color, national origin, or religion, be excluded frorn participation in, be denied the benefits of, or be subjected to discrim- ination under any program or activity conducted by the Grantee during the project period. Article V (Authorization) NCAH is pleased to provide financial support for the accom- plishment of the purposes of this grant.' The Grantee is requested to evidence its willingness and obligation to satisfy the General Conditions and Special Conditions by signing and returning this Announcement. A copy of the Announcement is enclosed for your records.
