September 28, 1978 establishing revenues and appropriations for the City of Miami, Florida for the fiscal year ending September 80, 1979; and WHEREAS, the City of Miami Negotiating Team and the General Em- ployees Association, AFSCME Local 1907 have reached an agreement on a new 3-year contract commencing upon ratification, January 18, 1979 and ending September 30, 1981; and WHEREAS, said contract includes a 5.5% salary increase effective December 31, 1978 2.5% salary increase effective April 8, 1979, and a one-time, lump -sum, retroactive payment of 3.5% of gross pay reported on the Employee's 1978 W-2 form and shall be granted to employees designated as Managerial and/or Confidential employees and to appointed officials; and WHEREAS, Ordinance No. 8895, adoptedJanuary 18, 1979, appropriated an amount of $1,214,268 into the General Fund. Gary, Director Management and Budget Appropriation for 2.5% Salary Adjustment and 3.5%, Lump -Sum Payment On January 18, 1979 the City Commission passed Resolution No. 79-3 which authorized the City's Administration to enter into a collective bargaining agreement with the Miami General Employees, AFSCME Local 1907. This agree- ment is for a three-year period commencing on January 18, 1979 and ending September 30, 1981. The total estimated cost for fiscal year 1978-79 salary increases is $2,516,169. To achieve this end, the agreement stipulates that wages will be adjusted as shown below: Effective Date % Increase December 31, 1978 April 8, 1979 One-time lump -sum payment Total Estimated Cost for FY'79 5.5' .5„w 3.5" Estimated Cost $1,214,268 388,168 913,733 $2,516,169 It should be noted that the cost associated with these wage adjustments include the costs for AFSCME bargaining unit employees, management employees and appointed officials. Furthermore, these estimated costs do not include the increased costs to pension as a result of increased salaries. The reasoning for this omission is that pension costs are based on the previous year's salaries and any additional pension costs incurred in the current fiscal year will be budgeted in the fiscal year 1979-80 budget. Ordinance No. 8895 has provided an appropriation of $1,214,268 for the 5.5", salary adjustment effective December 31, 1978 leaving a balance of $1,301,901. The attached ordinance provides for this balance which is comprised of $388,168 for the 2.5% salary adjustment and $913,733 for the 3.5% one-time lump -sum payment. Page 1 of 2 cr C/' .,, r The suggested sources of revenues to finance the aforementioned salary adjustments are as follows: Federal Revenue Sharing - Acquisition of Dinner Key Property Federal Revenue Sharing - Fund Balance 77-78 Street Lighting Fund General Fund - Fund Balance 77-78 Contingent Fund - FY'78-79 Additional Revenues 78-79 Total $ 350,000 190,000 91,464 124,998 100,000 445,439 $1,301,901 Funds for the aforementioned sources were derived in the following manner: • The amount of $500,000 was appropriated in prior years from Federal Revenue Sharing Funds for the renovation of Dinner Key Property, and it has been determined that only $150,000 is needed for this purpose leaving a balance of $350,000 available for other operating purposes. . Based on preliminary figures, it has been determined that approximately $238,000 will exist as a fund balance in the Federal Revenue Sharing Fund; of this amount $190,000 is available to fund salary increases. ▪ The $91,464 from the Street Lighting Fund represents prior year fund balances in this account. • The preliminary analysis reveals that the General Fund will experience a fund balance of $1,964,224 for FY'77-78; of this amount, $1,839,226 has been used for other operating needs and the balance of $124,998 is available to fund salary increases. • Funds in the amount of $126,094 are available in Special Programs and Accounts/Contingent Fund 1978-79 as of February 13, 1979. It is recommended that $100,000 of this amount be used to fund salary increases. . Based on recent analysis of anticipated revenues for 1978-79, it has been determined that an excess of $445,439 will be generated in additional revenues. Page 2 of 2
