ONGIR CITY CLERK MM ,. MW 18 Prk Joseph R. Grassie January 5, 1979 City Manager Howard V. Gary, Director Management and Budget Proposed Ordinance for Funding Grants Administrator Position The attached ordinance is proposed for the January 18, 1979 Commission meeting. This ordinance appropriates S21,602 for a position of Grants Administrator in the Intergovernmental Affairs Division of the Planning Department. The Fiscal Year 1978-79 Adopted Budaet did not include any funds for this !position. A study of the City's Grant Management System has highlighted the need for this position in order to identify new sources of revenue and take maximum advantage of the sources currently available. The position of Grants Administrator will help to ensure that we aet a fair share of Federal, State, and Local money by giving us the necessary capability to apply for various grants. It has been determined that an amount of 521,602 will be needed to fund this position for the current fiscal year. This amount includes the Grants Administrator's present salary, plus a one-step increase for fiscal year 1977-78 (which he did not receive) and his fiscal year 1978- 79 anniversary increase. The funding for the position will be provided in equal shares of S10,801 each from the General Fund, Special Programs and Accounts, Contingent Fund, and from Fourth Year Community Development Block Grant Funds. mt ' 8
