FROM FOURTH YEAR COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS; FOR THE PURPOSE OF FUNDING A
POSITION OF GRANTS ADMINISTRATOR IN THE
PLANNING DEPARTMENT; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 8858
on September 28, 1978, establishing revenues and appropriations for the
City of Miami, Florida for the fiscal year ending September 30, 1979; and
WHEREAS, a study of the City's Grant Management System
has highlighted the need for a position of grants administrator to iden-
tify new sources of revenue and take maximum advantage of sources cur-
rently available; and
WHEREAS, it has been determined that an, amount of
$21,602 will be needed to fund the above -mentioned position for fiscal
year 1978-79; and
WHEREAS, funds are available from Fourth Year Community
Development Block Grant Funds in an amount of $10,801 and the balance of
$10,801 can be appropriated from the General Fund, Special Programs and
Accounts, Contingent Fund:

Proposed Ordinance for
Funding Grants Administrator
Position
The attached ordinance is proposed for the January 18, 1979 Commission
meeting. This ordinance appropriates S21,602 for a position of Grants
Administrator in the Intergovernmental Affairs Division of the Planning
Department. The Fiscal Year 1978-79 Adopted Budaet did not include any
funds for this !position.
A study of the City's Grant Management System has highlighted the need
for this position in order to identify new sources of revenue and take
maximum advantage of the sources currently available. The position of
Grants Administrator will help to ensure that we aet a fair share of
Federal, State, and Local money by giving us the necessary capability
to apply for various grants.
It has been determined that an amount of 521,602 will be needed to fund
this position for the current fiscal year. This amount includes the
Grants Administrator's present salary, plus a one-step increase for
fiscal year 1977-78 (which he did not receive) and his fiscal year 1978-
79 anniversary increase.
The funding for the position will be provided in equal shares of S10,801
each from the General Fund, Special Programs and Accounts, Contingent
Fund, and from Fourth Year Community Development Block Grant Funds.
