Revised Downtown Government Center eNcLo5uRc:Master Plan It is requested that Mr. Robert Geddes, principal in the architectural firm of Geddes, Brecher, Qualls and Cunningham, Princeton, New Jersey, appear before the City Commission to explain the revised Downtown Government Center Master Plan, which his firm prepared under contract to Metropolitan Dade County. Since the Downtown Government Center Master Plan was prepared by Connell, Metcalf and Eddy, Inc., in 1976, substantial progress has been made in implementing the plan. Almost all of the 30-acre site has been acquired. The Miami Police Headquarters and Parking Garage and the State Regional Service Center (Phase I) has been completed. Construction has commenced for the City of Miami Admin- istration Building. The Commission will have the opportunity of considering the Planning Advisory Board recommendation for re- zoning the Cultural Center (Main Downtown Library, Art Museum and Historical Museum) to GU zoning on April 26, 1979. Recognizing that development in the Government Center was being undertaken by different architectural firms employed by different government agencies, Metropolitan Dade County employed the services of Mr. Geddes to exert a coordinating role in future development. Mr. Geddes appeared before the Board of County Commissioners on October 17, 1978 to explain a revised conceptual plan prepared for the County. Mr. Geddes' presentation will address a) the differences in his revised plan as compared with the Connell, Metcalf and Eddy plan; b) principal plan features such as open space and pedestrian flow; c) impacts of the plan on City of Miami property and facilities; and d) his coordinating role. He will then be available to answer questions from the Commission. It is requested that 30 minutes be reserved in the morning Commission agenda of March 8, 1979 (after 11:00 AM) for his presentation and Commission questions. 13 `':ITY OF MIAMI. 17LORID.A INTER -OFFICE MEMO?ANCU .1 TO: FROM: Joseph R. Bond, III Assistant City Manager ,;AT : February 27, 1979 rrILE Additional Federal Revenue Sharing Allocation for Puerto Rican Opportunity Center for the March 8, 1979 City Commission f1EFi-i7ENCE5 Meeting E NCLG:iL Rr!i .(1 / The attached ordinance amends section 1 and 6 of ordinance #8858 which establishes revenues and apnronriations for the City of Miami for the fiscal year ending September 30, 1070. This ordinance ref1 r.ts a :%7,086.00 increase in Federal Revenue Sharing Funds allocated to the Puerto 7ican Opportunity Center in order that Mr. Jose Mendez can receive the same benefits as a CETA VI Sustaining Participant. This salary changeis required because Mr. Mendez was found ineligible by the South Florida Employment and Training Consortium Staff due to the fact that he was paid from Federal Revenue Sharing Funds three weeks prior to his enrollment and during the intake process for enrollment.' This payment was not due to deception or any illegality on the part of the City of Miami or Mr. Mendez and it is justifiable his position be continued by the funding change created by this ordinance. The services Mr. Mendez provides for this Agency have been deemed critical to the overall operation of this program's activities.
