Roberts, an employee of the City's Parks Department. Mr. Roberts has applied for a Rehabilitation Loan and has been found eligible under the City's Great Neighborhoods program requirements. We have been advised by the Law Department, however, that Article V, Section 2-102 states that no City employee shall enter into any contract or transact any business with the City. As a result, Mr. Roberts cannot partici- pate in the City's Great Neighborhoods Rehabilitation Loan program. We do not believe that Mr. Roberts should be penalized because he works for the City of Miami in this instance, and hereby recommend that Article V, Section 2-102 of the Code by waived so that he can participate in the program. /rjf
