RESOLUTION NO. 79-160
A RESOLUTION RATIFYING, CONFIRMING AND APPROVING
THE ACTION OF THE CITY MANAGER IN EXTENDING THE
PRIOR AGREEMENT BETWEEN THE CITY AND LANGAN
ENGINEERING ASSOCIATES. INC. FOR SOIL INVESTIGA-
TION SERVICES REQUIRED IN CONNECTION WITH THE
CITY OF MIAMI/UNIVERSITY OF HIAMI JAMES L. KNIGHT
INTERNATIONAL CENTER, WITH THE EXTENSION CONSIST-
ING OF FURTHER SUBSURFACE INVESTIGATIONS AND
ONGOING MONITORING FUNCTIONS DURING THE CONSTRUCTION
PHASE; FURTHER AUTHORIZING THE CITY MANAGER TO
EXPEND AN AMOUNT NOT TO EXCEED $64,000 FROM THE
CONVENTION CENTER FIND TO COMPENSATE SAID FIRM FOR
THE ABOVE AUTHORIZED EXTENSION OF SERVICES.
WHEREAS, the City has entered into an Agreement with
Miami Center Associates, Ltd., (Developer) and Miami Center
Associates, Inc. (Construction Manager) by Resolutions No.
77-820, dated October 19, 1977, and No. 78-74, dated
January 24, 1978, to provide, among other things, construc-
tion management services for the City of Miami/University of
Miami James L. Knight International Center (Project); and
WHEREAS, the Construction Manager recommended that
further subsurface investigations be conducted to determine
the feasibility of effecting cost savings in the foundation
work of the Project; and
WHEREAS, the City Commission authorized the City Manager
to utilize funds from the programmed funding Agreement with the
firm of Langan Engineering Associates, Inc., on the basis of
Proposal No. J-787, dated May 2, 1978, By Resolution No. 78-336,
dated May 16, 1978, for the soil investigation services required

WHEREAS, said Agreement provided for an increase in the
scope of services, if necessary, and it was determined that an
additional investigation and study was necessary by Langan
Engineering Associates, Inc. calling for an ongoing monitoring
function during portions of the construction phase of the Project;

WHEREAS, monies are available for said services from
the CONVENTION CENTER FUND;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The action of the City Manager in extending
the prior Agreement between the City and Langan Engineering
Associates, Inc. for soil investigation services required in
connection with the City of Miami/University of Miami James L.
Knight International Center is hereby ratified, confirmed and
approved, with the extension consisting of further subsurface
investigations and ongoing monitoring functions during the
construction phase.
Section 2. The City Manager is hereby authorized to
expend an amount not to exceed $64,000 from the CONVENTION
CENTER FUND to compensate said firm for the above -authorized
extension of services.

Attached please find the proposed resolution to be put on the
agenda of the 3/8/79 Commission meeting requesting approval
for the City Manager's extension of an existing Agreement
with Langan Engineering Associates Inc., in connection with
the City of Miami/University of Miami James L. Knight Interna-
tional Center, for further subsurface investigation at the
site of the Center.
It was the Construction Manager's recommendation to continue
the investigation to determine feasibility of effecting cost
savings in the foundation work, and I concurred. I also agreed
it was to the best interest of the City to have followed through
with the expert soils engineering inspection services of Langan
Engineering Associates Inc.
We therefore recommend the Commission's approval of said
extension at a cost not to exceed $64,000.00
