RESOLUTION NO. 79-154
A RESOLUTION ACCEPTING THE BID OF MILLER - METEOR OF FLORIDA FOR FURNISHING
ONE ARSON SURVEILLANCE VEHICLE FOR THE DEPARTMENT OF FIRE; AT AT TOTAL COST
OF $18,498.75; ALLOCATING FUNDS FROM THE FIRE FIGHTING, FIRE PREVENTION AND
RESCUE FACILITIES BOND PROGRAM AUTHORIZING THE CITY MANAGER AND THE
PURCHASING AGENT TO ISSUE THE PURCHASE ORDER FOR THIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were received January 23, 1979
for the furnishing of one arson surveillance vehicle for the Department of Fire;
and
WHEREAS, invitations were mailed to 17 potential suppliers and one bid was
received; and
WHEREAS, funds for this purchase are available in the Fire Fighting, Fire
Prevention and Rescue Facilities Bond Program; and
WHEREAS, this equipment will be used by the Department of Fire for the purpose
of Fire Prevention and Fire Investigation; and
WHEREAS, the City Manager and the Department of Fire recommend that the bid
received from Miller - Meteor of Florida be accepted as the most advantageous
bid to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

Section 1. The January 23, 1979 bid of Miller - Meteor of F1dI51 14'
furnishing one arson surveillance vehicle at a total cost of $18,498.75
to the Department of Fire is hereby accepted with funds hereby allocated from
the Fire Fighting,Fire Prevention and Rescue Facilities Bond Program.
Section 2. That the City Manager is hereby authorized to instruct the
Purchasing Agent to issue the Purchase Order for this equipment.
PASSED AND ADOPTED this 8 day of MARCH 197 9 .

Pursuant to public notice, sealed bids were received January 23, 1979
for furnishing one arson surveillance vehicle for the Department of
Fire.
Invitations were mailed to 17 potential suppliers and one bid was
received as follows:
Miller - Meteor of Florida $18,498.75
Funds for this purchase are available in the Fire Fighting, Fire Prevention
and Rescue Facilities Bond Program.
The equipment will be used in fire investigations, arson detection, surveillance,
and to increase the level of solutions.
It is recommended that the award be made and a resolution be passed accepting
the bid as received from Miller - Meteor of Florida for furnishing one arson
surveillance vehicle at a total cost of $18,498.75.
The Department of Fire concurs with this recommendation.

BID EVALUATION: Although only one bid was received, nine of the potential
bidders responded with a 'no bid' indicating that because
the requirements were for a custom made vehicle, they could
not meet the specifications.
RECOMMENDATION: IT IS RECOMMENDED THAT THE AWARD BE MADE TO MILLER -METEOR
OF FLORIDA.
The Department of Fire concurs.

The Arson -Surveillance Van to be purchased by Firefighting, Fire
Prevention, and Rescue Facilities Bond Funds is a special vehicle to be
used at fire scenes during fire investigations and/or during surveillance.
Listed below are special requirements:
1. Provide a mobile private environment to interrogate witnesses
and/or suspects, at fire scenes, during fire investigation.
2. Provide lighted desk area to prepare sketches, reports, etc.,
at fire scenes.
3. Cabinetry designed to store electronic equipment, such as a portable
video camera, explosimeter (to detect explosive gases), carbon
monoxide indicator, gas chromatograph (to analyze flammable liquids
and gases).
4. Provide 110V A/C service at fire scene after Combat Fire Companies
have returned to service:
a. portable floodlights
b. fans for ventilation
c. light bars for on -scene photography
5. Appearance not unusual and will be used for surveillance when required
for extended periods.
Because only one vendor submitted a bid to supply this vehicle, the Fire
Prevention Bureau contacted eight (8) local firms that had been sent
•invitations to bid. The eight firms contacted are shown on the enclosure,
along with their replies when asked why they had not submitted bids.
