AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719,
ADOPTED OCTOBER 26, 19775 THE SUMMARY GRANT APPROPRIATIONS
ORDINANCE, BY ESTABLISHING A NEW TRUST AND AGENCY FUND

APPROPRIATING THERETO A GRANT AWARD OF 51,250 WITH A CITY
CASH MATCH OF S1526O FOR THE OPERATION OF SAME IN THE
AMOUNT OF $2,600; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 8719 on
October 26, 1977 establishing resources and appropriations for
grant funds anticipated by the City of Miami, Florida, and for
corresponding City cash match requirements; and
WHEREAS, Resolution No, 79-33 adopted January 18, 1979
authorized the City Manager to accept a grant award of $1,250 from
Reading Is Fundamental, Incorporated, to fund a children's reading
program entitled: "Reading Is Fundamental (2nd Year)"; and
WHEREAS, said resolution further authorized the City Manager
to execute the necessary contract(s) and agreement(s) to implement
the program using funds therefor from the City Cash -Match account;
and
WHEREAS, matching funds are available in the General Fund,
Special Programs and Accounts - Matching Funds for Federal Grants and
$1.250 can be appropriated, together with the $1,250 grant award for a
total of $2,500 into a new Trust and Agency, Fund entitled; "Reading Is
Fundamental (2nd Year)";
NOW, THEREFORE. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI. FLORIDA:

26, 1977 at amended, it hereby further amended in the following
particulartl

Section 2, All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph, clause,
phrase or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.

The remaining provisions are now in effect and remain unchanged.

The Department of Leisure Service has received a grant award of $1,250
from Reading is Fundamental, Incorporated for operation of the Second
Year "Reading is Fundamental" Program. The goal of the program is to
increase children's reading skills by giving them the opportunity to
select and own books.
Resolution No. 79-33 adopted January 18, 1979 authorized the City Manager
to accept the grant award and to execute the necessary agreements to
implement the program using funds in the amount of $1,250 from the City
Cash -Match account as the City's local contribution to the program.
The attached proposed ordinance amends Ordinance No. 8719 by appropriating
$1,250 from the Reading is Fundamental, Inc. grant award and the same amount
from the General Fund, Special Programs and Accounts - Matching funds for
Federal Grants for a total of $2,500 into a new Trust and Agency fund enti-
tled: "Reading is Fundamental (2nd Year)." This legislation has been pre-
pared for the February 22, 1979 City Commission meeting.
