Adams, Clara Oesterle, William G. Oliver, Beverly B. Phillips, James F. Redford, Jr., Barry D. Schreiber, and Ruth Shack, (Mayor Stephen P. Clark was absent on official County business); Deputy Clerks L. V. Bongiovi and Raymond Reed; Robert A. Cuevas, Assistant County Attor- ney; County Manager Merrett Stierheim; and John Dyer, Transportation Coordinator. Also present, from the City of Miami Commission, were Mayor Maurice Ferre; Commissioners Ruth Gordon, E. J. Plummer, and Reverend Theodore Gibson. Commissioner Ruvin announced that Mayor Clark was out of town on official County business and has asked him to Chair the meeting; however, at this time, he stated he would like to turn over the public hearing portion of the meeting to Mayor Ferre from the City of Miami. Mayor Ferre stated he would like to pay a very special tribute to Commissioner Oliver, Chairman of the Downtown People Mover Policy Committee and Ms. Barbara Levenson, who was Co -Chairperson of the Committee; he also thanked others who served on this Committee, members of both Staffs, etc. He then called upon Dr. John Dyer, Transportation Coordinator, for a background of the project. Dr. Dyer appeared and presented a background on the fruition of the project from its inception to the present time and following this, submitted the following recommendations: Page 1 Special Meeting Board of County Commissioners Dade County, Florida March 9, 1979 Boat 48 PC 545 vartImpotainom DAME CO; JC: t V • E11LCt ft ,(:� 911 COURTHOUSE OFFICE OF COUNTY MANAGER MIAMI, FLORIDA 33130 TEL: 579-S311 SUMMARY EVALUATION FULL SYSTEM ALIGNMENT RECOMMENDATIONS MIAMI DOWNTOWN PEOPLE MOVER PRELIMINARY ENGINEERING METROPOLITAN DADE COUNTY TRANSPORTATION IMPROVEMENT PROGRAM March 7, 1979 Recommendation The Downtown People Mover (DPM) Project Staff of the Office of Transportation Administration (OTA) has participated in all aspects of the DPM Preliminary Engineering Program to date. They have considered in joint meetings with technical staff from the City of Miami, the Downtown Development Authority and the State of Florida all of the recommendations of the General Engineer— ing Consultants (GEC) for the People Mover Project. The development of alignment recommendations has also been thoroughly reviewed and discussed with the DPM Policy Committee established by the Board of County Commissioners. Based upon these reviews and upon the final recommendations offered by the DPM Policy Committee and by the GEC.. the Office of Transportation Adminis- tration recommends the following: 1. The North Leg The alignment recommendations of the Policy Committee and the GEC for a DPM leg extending north from N.E. Fifth Street along N.E. Second Avenue to 1-395, running eastward along I-395 to N.E. Bayshore Court, turning north along N.E. Bayshore Court to N.E. Fifteenth Street and turning vest along N.E. Fifteenth Street to approximately N.E. Second Avenue should be adopted. Page 2 Special Meeting Board of County Commissioners Dade County, Florida March 9, 1979 BOOK 48 PC 546 • 2. The Downtown Loop The alignment recommendations of the Policy Committee and GEC for a two-way loop through the downtown area should be adopted. This loop runs in an east -west alignment along northeast and northwest Fifth Street between the FEC Railroad Right -of -Way and N.E. Second Avenue. At N.E. Second Avenue it would turn southward running parallel to an off-street alignment approximately 250 feet east of N.E. Second Avenue. This section requires that private property be acquired for a new right-of-way. At N.E. First Street the people mover route turns eastward to Biscayne Boulevard. At Biscayne Boulevard the route turns southward to S.E. Third Street. The alignment runs westward along S.E. Third Street over the I-95 exit ramps which terminate at S.E. Third Street and S.E. Second Avenue. At S.E. First Avenue the two-way alignment separates. One branch of the route turns north on S.E. First Avenue to S.E. First Street and proceeds west along S.E. First Street to the FEC Railroad Right -of -Way. The other branch continues westward along the I-95 exit ramps to the FEC Right -of - Way where it turns north and reconnects with the first branch. The alignment continues as a two-way route north along the FEC Right -of -Way to a point where it meets the northern portion of the downtown loop. 3. The South Leg The alignment recommendations of the Policy Committee and GEC for a southern leg of the people mover should be adopted for that portion of the recommended route between the downtown loop and the Brickell Rapid Transit Station. In this area the recommended alignment runs from the loop southward across the Miami River approximately 500 feet west of S.E. Second Avenue. Once on the southern side of the river, the alignment continues southward along S.E. First Avenue (Brickell Place) to S.E. Tenth Street where it turns west to the FEC Right -of -Way and south to the Brickell Rapid Transit Station. Page 3 Board of County Commissioners Special Meeting Dade County, Florida March 9, 1979 book 48 Pc 547 Proceeding south from the Brickell Rapid Transit Station the alignment should turn east along S.E. Thirteenth Street and terminate in the vicinity of Brickell Avenue and S.E. Thirteenth Street. This is the recommendation of the GEC and OTA believes this is the proper termination of the south leg. The Policy Committee adopted a modification for the alignment in this area, recommending continuation due south from the Brickell Rapid Transit Station to S.W. Fifteenth Road. For reasons stated later in this evaluation, the OTA believes that the Policy Committee's Modification should not be adopted. Background The Downtown People Mover Preliminary Engineering Program was initiated in November 1978. The consultants selected by Dade County for this work are led by Gannett Fleming/SKBB, a Joint Venture of Gannett Fleming Corddry and Carpenter, Inc. of Harrisburg, Pennsylvania, and SKBB, Inc. of Coral Gables. The General Engineering Consultant's Contract calls for them to make recom- mendations on a full length DPM system and a staged development plan for the DPM. Bid documents for the first stage will then be developed as well as numerous other data necessary for implementing the project. Al this time, the GEC has submitted the first set of formal recommendations, alignments for the full DPM system. In January, 1979, County Commission Resolution No. R-27-79 established the Downtown People Mover Policy Committee to participate in the development of plans for the DPM system. The Policy Committee consists of representatives from the City of Miami Commission, the Board of County Commissioners, the Downtown Development Authority, the appropriate Chambers of Commerce, repre- sentatives from citizen's groups having an interest in the downtown area, Page 4 Board of County Connisaionera Special Meeting Dade County, Florida March 9, 1979 BOOK 48 PC 548 and representatives of several of the major businesses and developers who are participating in downtown revitalisation. The Committee has met four times since mid -January and has been provided with extensive materials related to alignment considerations. In their most recent meeting on March 3, 1979, the Policy Committee unanimously passed the attached resolution recommending the full system alignment for the Downtown People Mover System. This recommendation differed from the alignments adopted by the City end County Commissions in 1976 and from the GEC's original recommendations. Both OTA and the GEC agree, however, that with one minor exception, the recommendations of the Policy Committee are appropriate and, in consideration of their action, the Consultant's final position has been modified. Two main areas of concern were extensively debated in arriving at the DPM Policy Committee consensus on DPM alignment. In the last meeting of the Policy Committee, the Consultant placed these two issues before the group stating that their reso- lution should be a matter of policy rather than one of technical consideration. From a technical analysis, in each case either one of two alignment solutions would provide an acceptable routing. The first issue area was the north/south DPM alignment between N.E. Fifth Street and I-395. In this area the Consultant presented one alternative routed along N.E. Second Avenue and another routed along Biscayne Boulevard. Factors favoring the Biscayne Boulevard alignment were: o The provision of a pleasant view of the DPM rider. o A lower capital cost than the alternative. Factor,_ favoring the N.E. Second Avenue alignment were: o No adverse aesthetic impact on Biscayne Boulevard. o Greater influence on areas likely to be redeveloped in the future. o Higher anticipated ridership than the alternative. o Better service to a proposed New Town in Town. After consideration and debate upon these factors, the Policy Committee voted to recommend the N.E. Second Avenue alignment to the Commission. Both the Consultant and the County staff concur in this recommendation. The second major issue area was the DPM alignment south of the Miami River between S.E. Sixth Street and S.E. Tenth Street. In this area the Consultant presented one alternative routed along S.E. First Avenue (Brickell Plaza) and another alternative which ran eastward on S.E. Seventh Street, turned south to run along Brickell Avenue and turned west to run along S.E. Tenth Street. The north/south section along Brickell Avenue was placed on private property approx— imately 30 feet east of the avenue in order to provide a visual screen of the system from the street. Factors favoring the S.E. First Avenue alignment were: o A lower capital cost than the alternative. o A reduced amount of acquisition of private property. o No visual impact whatsoever along Brickell Avenue. o Greater influence on redevelopment of land west of Brickell Avenue. Page 6 Board of County Commissioners Special Meeting Dade County, Florida March 9, 1979 BOCK 48 Pc 550 6 Factors favoring the BrickellAvenue Alignment were: o Higher anticipated ridership than the alternative. o Service to developed areas east of Brickell Avenue. o Good access to major parking facilities. After consideration and debate upon these factors, the Policy Committee voted to recommend the S.E. First Avenue alignment. Both the Consultant and the County staff concur in this recommendation. Both OTA and the GEC recommend proceeding south from the Brickell Rapid Transit Station along S.W. First Avenue to S.W. Thirteenth Street and pro- ceeding along S.W. and S.E. Thirteenth Street to a terminus at approximately S.E. Thirteenth Street and Brickell Avenue. The DPM Policy Committee recommends proceeding south from the Brickell Rapid Transit Station along S.W. First Avenue to a terminus at S.W. Fifteenth Road. It was the DPM Policy Committee's deter- mination that this would provide better service to the activity areas towards the south. OTA recommends that the alignment following S.E. Thirteenth Street be adopted as recommended by the consultants for the following reasons: (1) The southern terminus of the route as recommended by the Policy Committee would be immediately north of Simpson Park. This passive park would encompass a substantial portion of the S.W. Fifteenth Road station service area and provide very few riders for the DPM. (2) Land use differs substantially in the remaining service area of a S.W. Fifteenth Road station from the land use which would surround a S.E. If an ultimate aim is to serve high rise residential areas, the line will have to return to Brickell Avenue for further southward extensions. S.E. Thirteenth Street is more appropriate for such a return than is S.W. Fifteenth Road. (3) Distance and topography considerations make it uncertain that a S.W. Fifteenth Road station would be utilized at all by persons east of Brickell Avenue in that location. Conclusion: In consideration of the material presented at this time, OTA believes that the recommendations presented herein result in the best possible conclusions to full system alignment studies. The Consultants should now be instructed to direct their considerations to questions of system staging, capital cost, and detailing of the final alignment and station locations. A tentatively scheduled May 25, 1979 Public Hearing is proposed to consider the results of their analyses in these areas. ohn . Mr. Simon Zweighaft, Project Manager for the DPM Project, appeared and following a few preliminary remarks, proceeded to point out on a large map, the recommended route. Mr. Jack Luft, City of Miami Staff, appeared and voiced full sup- port of the County position, the Consultant position, and agreed completely with the observations of Mr. Zweighaft, regarding the 13th Street Station. Mr. Roy Kinsey, Executive Director, Downtown Development Authority, appeared in approval of the recommended 2nd Avenue route; also, he advised that the Downtown Business Association, of which he is a Board member, voted to aupport the recommendation as set forth by the Committee. Mr. Mitchell Wolfson, Chairman, Offstreet Parking Authority, stated he was concerned about the original proposal of going up Biscayne Boulevard and would not. like to see an "EL" type construc- tion on the Boulevard. Mr. Joel Jaffer, representing Bayshore Alert, appeared and stated that his organization amplified the statements concerning Biscayne Boulevard and Brickell, they do not want to see a lot of develop- ment along the Bayshore. Mr. Charles Sieger, American Institute of Architects, South Florida Chapter, appeared and objected to the North East - South East 2nd Avenue Proposal. A question and answer period followed his presentation. STATEMENT BEFORE THE DADE COUNTY CO MISSION AND THE CITY OF MIAMI COMMISSION REGARDING THE ROUTE OF THE DOWNTOWN PEOPLE MOVER MARCH 9. 1979 The League of Women Voters of Metropolitan Dade County favors adoption of the Downtown People Mover route alignment recommended by the Downtown People Mover Policy Committee. Although we do not feel that the people mover would detract from Biscayne Boulevard, we think that the proposed N.E. 2nd Avenue route is preferable for the following reasons: 1. It would stimulate development in that area of downtown Miami. en- couraging the investment of private money in revitalizing the down- town core. 2. It would bring people within close walking distance of even more businesses than would the Biscayne Boulevard route, which should be a primary concern in the design of a Downtown People Mover. 3. It would better serve the planned residential development of the New -Town -in -Town, and would perhaps provide an impetus for the comple- tion of this project, since the residents could be assured of having their transportation needs so well taken care of. Page 11 Board of County Commissioners Special Meeting Dade County, Florida March 9, 1979 BOOK 48 Pc 555 The placement of the south leg of the Downtown People Mover along Brickell Place is also preferable, we think, to having it run along Brickell Avenue. The reason for this, again, is that the Downtown People Mover could be instru- mental in stimulating development and innovative land use in the area just west of the Brickell business and condominium section. We are additionally in favor of extending the south leg as far as S.W. 15th Road, given sufficient funding, since Brickell Avenue has developed into a major business area and, as such, needs to be linked with the rest of the downtown business district. In summary, the League is excited about the prospect that the Downtown People Mover may be a tool in the near future to be used to stimulate the investment of private money in downtown Miami, to encourage the use of down- town Miami on a 24-hour basis, and to provide incentive for great numbers of our residents to leave their cars at home and avail themselves of our mass transit system. # # # # # # # # # # # # # # # # # # # # # # Page 12 Board of County Commissioners Special Meeting Dade County, Florida March 9, 1979 boo( 48 rc 556 Ms. Helen Roback, residing at North East 2nd Avenue and 5th Street, stated that if there is an attempt to take any land from that area, it will create a great problem, because this is the truck route to the Seaport. Dr. Dyer clarified that it would require taking part of the parking lane only, no driving lane, and there would be columns in the park- ing land and it would not destroy all parking. Ms. Merle Frank, also of the League of Women Voters, appeared and asked about a maintenance and storage yard for DPM cars whereupon Dr. Dyer stated that the intent is to accomplish this under the Expressway ramps. Mr. Wolfson reappeared as a private citizen and stated that some- one should fully inform the public with regard to actual widths in- volved in the proposed street and avenue alignments, particularly with regard to 2nd Avenue, and comparison of South East and North East 1st Streets. Mayor Ferre asked this information of Dr. Dyer and he stated that with regard to 2nd Avenue, North of 5th Street is 70 feet and South of 5th Street is 55 feet. Mr. Thomas Kimen, President of Brickell Area Association, stated that they are unanimously in favor of the people who are coming into the Brickell Area and unanimously in favor of the alignment which goes down to Brickell Plaza. Mr. Russ Jones, Parkview Hotel, 259 NE 4th Street, appeared and stated that the proposed right of way would bring the structure 50 ft. closer to the hotel and Dr. Dyer agreed this would be so, but actually it would not interfere in any way with the hotel struc- ture; further, it will not be a monstrosity, the cars will be rubber -wheeled and the noise factor will be less than that of the current street noise. Mr. Jim Henley, Realtor, appeared in favor of the 2nd Avenue route where the system could go both East and West and stated that it would be well to insure that there will be escalators so that the system can be used by senior citizens and handicapped. There being no further persons to appear, the public hearing was closed. There followed a series of comments by both County and City Commis- sioners after which Mayor Ferre, at the request of Commissioner Ruvin, officially convened the City of Miami Commission for the purpose of taking action on the proposed alignment. Commissioner Plummer made a motion on behalf of the City of Miami that Staff's recommendation be accepted. This motion was seconded by Commissioner Gordon, and upon being put to a vote, passed by a vote of 4-0.
