RESOLUTION NO. 7 9 - " 1 'I
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT WITH THE UNIVERSITY OF
CHICAGO FOR THE CONTINUATION OF THE DEVELOP-
MENT AND VALIDATION OF SELECTION AND PROMO-
TIONAL EXAMINATIONS FOR THE POLICE DEPARTMENT,
WITH FUNDS THEREFOR APPROPRIATED AS PART OF
THE BUDGET OF THE DEPARTMENT OF HUMAN RESOURCES.
WHEREAS, the existing contract for the performance
of said services with the Industrial Relations Center of
the University of Chicago will expire at the end of •larch,
1979; and
WHEREAS, the City is desirous of obtaining professional
services for the continuation of its police selection and
promotional program; and
WHEREAS, the Human Resources Center formally known as the
Industrial Relations Center of the University of Chicago is capable
ani desirous of continuing to provide said services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
1. The City Manager is hereby authorized to execute
an agreement with the University of Chicago for the continuation
of the development and validation of selection and promotional
examinations for the Police Departments with funds therefor
appropriated as part of the Budget of the Department of
Human Resources.
PASSED AND ADOPTED this 22nd day of MARCH , 1979.

Enclosed is a resolution prepared by the Law Department authorizing you to
execute a contract with the University of Chicago for continuation of the
development and validation of selection and promotional exams for the Police
Department. This resolution should be placed on the agenda for the next
commission meeting.
This will be the fifth contract we have signed with University of Chicago
and should fulfill the commitment required by the Cohen consent decree for
an indenpendent firm to handle the police testing program. Services covered
by this contract include the transfer of the testing program from the Universi-
ty of Chicago to the City.
The University is now working under a contract that terminates at the end
of March. It would definitely be in the best interest of the City to allow
the University to continue this contract by March 31st. As you will note,
the contract is to conver a nine month period.
It should be mentioned that funds for this contract have been appropriated as
part of the budget of the Department of Human Resources.
