A RESOLUTION AUTHORIZING THE CITY MANAGER
TO EXECUTE THE ATTACHED AGREEMENT EXTENDING
AN AGREEMENT DATED AUGUST 23, 1978 BETWEEN
THE CITY AND ALLIED REPRESENTATIVES TO MANAGE-
MENT, INC. FOR FURNISHING, ON AN "AS -REQUIRED"
BASIS, ON -CALL PROGRAMMING -ANALYTICAL -CONVERSION
SERVICES FOR THE CITY'S COMPUTER OPERATIONS;
USING BUDGETED FUNDS OF THE VARIOUS CITY DEPART-
MENTS RECEIVING SUCH SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized
to execute the attached Agreement extending an agreement dated
August 23, 1978 between the City and Allied Representatives
to Management, Inc. for furnishing, on an "as -required" basis,
on -call programming -analytical -conversion services for the
City's computer operations; using budgeted funds of the various
City Departments receiving such services.

ADDENDUM TO AGREEMENT
THIS ADDENDUM, made and entered into this day of
, 1979, by and between the CITY OF MIAMI
(hereinafter referred to as "CITY"), and ALLIED REPRESENTATIVES
TO MANAGEMENT, INC., (hereinafter called "ARM").
WITNESSETH:
WHEREAS, the CITY and ARM entered into an agreement dated
August 23, 1978, for the furnishing of on -call programming -
analytical -conversion services for the City's computer operations;
and
WHEREAS, the CITY and ARM desire to amend said agreement and
extend the term thereof;
NOW, THEREFORE, in consideration of the mutual agreement
hereinafter set forth, it is agreed as follows:
1. The rate of Fifteen ($15.00) Dollars per hour will be
changed to a more flexible rate (depending on experience) not to
exceed Twenty -Two ($22.00) Dollars, per hour.
2. The term of the contract will be extended one year,
ending on August 23, 1980.
3. That a ceiling of One Hundred Thousand ($100,000.00)
Dollars be established as the maximum amount to be expended without
further approval by the City Commission.
IN WITNESS WHEREOF, the parties hereto have individually
and through their proper corporate officials executed this Agreement,
the day and year first above set forth.

The City of Miami currently has a contract with Allied Representatives to Manage-
ment, Inc., by which on -call programming services are being provided to the Depart-
ment of Computers & Communications for the purpose of conversion from the old com-
puters to the new computers. A draft of the current contract is attached.
Various City Departments make requests of the Department of Computers & Communica-
tions from time -to -time, that are beyond the resources of departmental personnel
to accomplish. In order to be able to accomodate these requests in a timely and
efficient manner, this Department is in need of a general personnel services con-
tract, as opposed to a contract specifically oriented to the conversion. For this
reason, a Resolution has been prepared for the City Commission which would authorize
the Department of Computers & Communications to obtain temporary programming servic-
es from ARM upon demand.
The nature of the funding for ARM services will be entirely "charge back" in nature.
In other words, this contract will be invoked only to the extent that the request-
ing Department is willing and able to divert funds for the purpose of on -call pro-
gramming for a given project. Of course, when resources are available in-house,
the on -call programming services will not be used. The utility of having a contract
available for this purpose is that speedy action can be obtained to resolve program-
ming problems.
It is proposed that the existing agreement will be modified in the following ways:
(a) The rate of $15 per hour will be changed to be more flexible as to the espe-
rience level of the individuals to be supplied with an upper level of $22
per hour.
(b) That the term of the contract will be extended by one year, and
(c) That an upper limit of $100,000 will be established on the amount of the
contract beyond which monies cannot be spent without further City Commis-
sion approval.
It is expected that the $100,000 ceiling will not be reached. The contract is merely
a means of having available support to the extent that it is needed by other depart-
ments.

AGREEMENT
THIS AGREEMENT, made this-p.j-._ day of. August, 197R,
by and between the City of Miami, a municipal cor.por.atior, under the
laws of the State of Florida, (hereinafter called "CITY"), and
Allied Representatives to Management, Inc., (hereinafter called
"ARM").
WL'CNESSETH:
WHEREAS, the City of Miami is desirous of obtaining
professional on -call programming -analytical -conversion services for
its computer operations; and
WHEREAS, ARM is capable and desirous of performing said
services;
NOW, THEREFORE, the CITY and ARM for consideration herein-
after set forth agree and covenant, one unto the other, as follows:
ARM AGREES:
1. To provide on -call professional programming -analytical -
conversion services of programmers at the rate of Fifteen Dollars
($15) per hour or One Hundred Twenty Dollars ($120) per day per
programmer.
2. That all programmers provided are to be experienced in
the programming language required for the specific module being
worked on.
3. That the CITY has the right to refuse any programmer that
it considers not qualified or otherwise unacceptable.
4. That th;? CITY owns all ri jh:s to the P:or': product of the
AR'1 programmers produced while on assignment to the CITY.
Tii.: CITY AGREES:
1. To pay Fifteen Dollars ($15) per hour. or One Hundred
Twenty Dollars ($120) .�•.�:...f per day per programmer as consideration for
these services. Payment will be duce ten (10) days from the date of
invoice.
2. That it will be liable for all services of programmers
until refused, at the rates stated above.

3. To provide space, working tools, and computer time for
the programmers supplied by ARM.
4. That it will be responsible for the work product of the
ARM programmers.
5. To provide two (2) weeks written notice before termina-
tion of any work previously ordered.
BOTH PARTIES AGREE:
1. That this agr.oement expires one (1) year from.the date
signed by both parties.
IN WITNESS WHEREOF, the parties hereto have individually
and through their proper corporate officials executed this agreement,
the day and year first above set forth.
