A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A GRANT APPLICATION TO THE BUREAU
OF CRIMINAL JUSTICE PLANNING, DEPARTMENT OF
ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING
OF A 3RD YEAR GRANT TO PROVIDE FOR 3/4'' UCA
CARTRIDGE TYPE VIDEO EnUIPMENT RECORDERS IN
PRISONER PROCESSING IN ORDER TO REDUCE THE
COST CURRENTLY INCURREn BY USING 1" REEL TO
REEL EQUIPMENT PROVIDING FOR AN APPROPRIATION
OF $8,396 AS THE CITY"S CASH MATCHING FUND
FROM THE SPECIAL PROGRAMS AND ACCOUNTS OF
THE 1979-80 FISCAL YEAR BUDGET: AND FURTHER
AUTHORIZING THE CITY MANAGER TO ACCEPT THE
GRANT AND EXECUTE THE NECESSARY AGREEMENTS
TO IMPLEMENT THE PROGRAM UPON RECEIPT OF THE
GRANT.
WHEREAS, the City Commission, after thorough con-
sideration of the problem and available data, has determined
that the funding of a 3rd year grant to provide for 3/4" UCA
cartridge type video equipment recorders in Prisoner Processing
in order to reduce the cost currently incurred by using 1"
Reel to Reel equipment -is in the best interest of the general
public; and
WHEREAS, under the terms of Public Law 90-351,
as amended, the United States of America has authorized the
Law Enforcement Assistance Administration (LEAR), through the
Florida Bureau of Criminal Justice Planning and Assistance,
to make Federal Grants to assist local governments in the
improvement of criminal justice; and

WHEREAS, the City Commission has examined and
duly considered such Act and considers it to be in the public
interest and to the benefit of the City of Miami to file an
application under said Act and to authorize other action in
connection therewith;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:

Section 2. The City Manager is hereby authorized
to file in behalf of the City an application in the form pre-
scribed by the Florida Bureau of Criminal Justice Planning
and Assistance in conformity with Public Law 90-351, as amended,
for a 3rd year grant to

Section 4. The City is aware that at least 50
of the minimum required non-federal cost of the project be
appropriated cash and that such City funds designated as local
hard cash contributions in all related project budget schedules
that are to be provided by the City are hereby appropriated
new City funds for Criminal Justice use for the express purpose
of matching the LEAA

5. (a) The City manager is hereby
authorized to furnish such information and take such other action
as may be necessary to enable the City to qualify for said grant
and to accept the grant and execute all necessary agreements to
implement the project upon receipt of the grant.
(b) The City Manager is hereby designated
as the City's authorized representative for the purpose of furn-
ishing to the Florida Bureau of Criminal Justice Planning and
Assistance such information, data and documents pertaining to

the application for siad grant as may be required and otherwise
to act as the authorized representative of the City of Miami in
connection with this application.
(c) If such grant be made, the City of
Miami shall maintain such records necessary and furnish such
information, data and documents as required by the Florida
Bureau of Criminal Justice Planning and Assistance to support
the implementation of the project generally described above.
Section 6. This resolution shall take effect
immediately upon its adoption and certified copies hereof are
to be included as part of the application for the herein grant
to be submitted to the Florida Bureau of Criminal Justice
Planning and Assistance.

Resolution for LEAA Grant

The Miami Police Department is now in the process of drawing up final
application for the above referenced Grant. This Project is funded
through an LEAA Grant and matching State and local funds.
The purpose of this project is the continuation of Grant 76-A2-15-CB01.
The third year continuation of this project will provide for 3/4"
UCA Cartridge -type Video Equipment Recorders in Prisoner Processing
in order to reduce the cost currently incurred by using 1" Ampex
reel-to-reel equipment. In addition, it will also allow for the pur-
chase of additional portable color video camera and recording equip-
ment that will provide back-up for the present equipment and allow
recording of crime scenes at different locations.

*Matching local funds for this project will be provided for in the
Special Programs and Accounts as part of the 1979-80City Budget.
LEAA requires a formal resolution from the City Commission to be
attached to the application. The proposed resolution, which conforms
with the conditions set forth in the Subgrant Application and In-
struction Manual, is enclosed.
