A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A GRANT APPLICATION TO THE BUREAU
OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE,
DIVISION OF STATE PLANNING, DEPARTMENT OF
ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING
OF A 3RD YEAR GRANT TO PROVIDE DIRECT SERVICES,
REFERRALS AND SUPPORT TO NON -ADJUDICATED JUVENILE
OFFENDERS COMING TO THE ATTENTION OF THE MIAMI
OLICE DEPARTMENT; PROVIDING FOR AN APPROPRIATION
F $87,180 AS THE CITY'S CASH MATCHING FUND FROM
iE SPECIAL PROGRAMS AND ACCOUNTS OF THE 1979-80
ISCAL YEAR BUDGET; AND FURTHER AUTHORIZING THE
ITY MANAGER TO ACCEPT THE GRANT AND EXECUTE
WHEREAS, the City Commission, after thorough con-
sideration of the problem and available data, has determined
that the funding of a 3rd year grant to provide direct
services, referrals and support to non -adjudicated juvenile
offenders coming to the attention of the Miami Police Depart-
ment and continue the activities of the Juvenile Offender
Diversionary Project is in the best interest of the general
public; and
WHEREAS, under the terms of Public Law 90-351, as
amended, the United States of America has authorized the Law
Enforcement Assistance Administration (LEAA), through the
Florida Bureau of Criminal Justic Planning and Assistance,
to make Federal Grants to assist local governments in the
improvement of criminal justice; and
WHEREAS, the City Commission has examined and duly
considered such Act and considers it to be in the public
interest and to the benefit of the City of Miami to file
an application under said Act and to authorize gther;,action
in connection therewith;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The funding of a 3rd year grant to
provide direct services, referrals and support to non -
adjudicated juvenile offenders coming to the attention of the

Miami Police Department is in the best interests of the
City of Miami and the general public.
Section 2. The City Manager is hereby authorized
to file in behalf of the City an application in the form
prescribed by the Florida Bureau of Criminal Justice Planning
and Assistance in conformity with Public Law 90-351, as
amended, for a 3rd year grant to be made to the City to
assist in defraying the cost of the project generally
described above.
Section 3. If such grant be made, the City shall
provide or make necessary arrangements to provide such funds
and/or in -kind contributions in addition to the grant as may
be required by the said Act to defray the cost of the project
generally described above.
Section 4. The City is aware that at least 50% of
the minimum required non-federal cost of the project be
appropriated cash and that such City funds designated as local
hard cash contributions in all related project budget schedules
that are to be provided by the City are hereby appropriated
new City funds for Criminal Justice use for the express purpose
of matching the LEAA funds and will be provided for in the
Special Programs and Accounts of the 1979-80 City Fiscal Year
Budget in the amount of $87,180.
Section 5. (a) The City Manager is hereby authorized
to furnish such information and take such other action as may
be necessary to enable the City to qualify for said grant and
to accept the grant and execute all necessary agreements to
implement the project upon receipt of the grant.
(b) The City Manager is hereby designated
as the City's authorized representative for the purpose of
furnishing to the Florida Bureau of Criminal Justice Planning
and Assistance such information, data and documents pertaining

to the application for said grant as may be required and
otherwise to act as the authorized representative of the
City of Miami in connection with this application.
(c) If such grant be made, the City
of Miami shall maintain such records necessary and furnish
such information, data and documents as required by Florida
Bureau of Criminal Justice Planning and Assistance to
support the implementation of the project generally de-
scribed above.
Section 6. This resolution shall take effect
immediately upon its adoption and certified copies hereof
are to be included as part of the application for the herein
grant to be submitted to the Florida Bureau of Criminal Justice
Planning and Assistance.

The Miami Police Department is now in the process of drawing up
final application for the above referenced Grant. This Project
is funded through an LEAA Grant and matching State and Local funds.
The purpose of this Project is the continuation of Grants 76-A1-15-FNO1
and 77-A1-15-FLO1. This Project exists to provide direct services,
referrals and support to non-adjucated juvenile offenders coming to
the attention of the Miami Police Department.
The Project, in its third year of operation, reaches out to the
group of "Warned and Dismissed" youngsters in an effort to identify
existing and potential areas of need and provide alternatives to
the traditional Juvenile Justice System.
The objectives of this Project are designed to ensure that the
Project accomplishes its primary purpose: that of diverting
the juvenile from the Juvenile Justice System.
Enumerated, the objectives will be
1 to divert 90% of the juveniles warned and dismissed
(WAD) by the Miami Police Department.
2 to attain a 90 non -recidivism rate for the juvenile
diverted through the Project and successfully terminated.
3 to attain a 25% reduction of truancy and school drop
out rate.
4 to identify and refer for assistance to existing com-
munity based agencies, 100 juvenile - offenders who
manifest psychological or family problems.

LEAA requires a formal resolution from the City Commission to be
attached to the application. The proposed resolution, which conforms
with the conditions set forth in the Subgrant Application and In-
struction Manual, is enclosed.
',Matching local funds for this project will be provided for in the
Programs and Accounts as part of the 1979-80 City Budget.
