A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE BUREAU OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE, DIVISION OF STATE PLANNING, DEPARTMENT OF ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING OF A JUVENILE RUNAWAY PROJECT AND TO EXPLORE ALTERNATIVE WAYS OF COMPLIMENTING THE PRIMARY MISSION OF LAW ENFORCEMENT MISSION WITH DIVERSIONARY AND'PREVENTION SOCIAL SERVICE STRATEGIES ; AND AUTHORIZI"G THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE THE NECESSARY AGREEMENTS TO IMPLEMENT THE PROGRAM UPON RE- CEIPT OF THE GRANT. WHEREAS, the City Commission, after thorough consideration of the problem and available data has determined that the creation of the Juvenile Runaway Project will impact on juvenile crime in the City because of the common observation that juveniles tend to fill their survival needs by shoplifting, breaking and entering, tresspassing, loitering and prowling, purse snatching, selling drugs and acts of prostitution; and, WHEREAS, this project will incorporate a methodology to study this problem and objectively assess the extent of the short- term effect of runaways and long-term impact on the crime rate, is in the best interest of the general public; and WHEREAS, under the terms of Public Law 90-351, as amended, the United States of America and Public Law 93-415, as amended, has authorized the Law Enforcement Assistance Administration (LEAA), through the Florida Bureau of Criminal Justice Planning and Assistance, to make Federal Grants to assist local governments in the improvement "DOCnIE T Irwin of criminal justice; and -- ITS►\ --1-) WHEREAS, the City Commission has examined and may con- sidered such Act and considers it to be in the public interest and to the benefit of the City of Miami to file an application under said Act and to authorize other action in connection therewith; Section 1. The Juvenile Runaway Project is in the best interests of the City of Miami and the general public. Section 2. The City Manager is hereby authorized to file in behalf of the City an application in the form prescribed by the Florida Bureau of Criminal Justice Planning and Assistance in conformity CITY COMMISSION MEETING OF MAR ,�,N7'-::0 with Public Law 90-351, as amended, and Public Law 93-415, as amended, for a grant to be made to the City to assist in defraying the cost of the project generally described above. Section 3. If such grant be made, the City shall provide or make necessary arrangements to provide such funds and/or in -kind contributions in addition to the grant as may be required by the said Act to defray the cost of the project generally described above. Section 4. The City is aware that no hard cash match is required and therefore, it is not necessary to appropriate new City funds to defray the cost of said project. Section 5. (a) The City Manager is hereby authorized to furnish such information and take such other action as may be necessary to enable the City to qualify for said .giant and to accept the grant and execute all necessary agreements to implement the pro- ject upon receipt of the grant. (b) The City Manager is hereby designated as the City's authorized representative for the purpose of furnishing to the Florida Bureau of Criminal Justice Planning and Assistance such information, data and documents pertaining to the application for said grant as may be required and otherwise to act as the author- ized representative of the City of Miami in connection with this application. (c) If such grant be made, the City of Miami shall maintain such records necessary and furnish such infor- mation, data and documents as required by the Florida Bureau of Criminal Justice Planning and Assistance to support the implementation of the project generally described above. Section 6. Harms Chief of Police February 21, 1979 FIM 21 Resolution for JJDP Grant Juvenile Runaway Project ..,4P-79-JA-15-FF02 The Miami Police Department is now in the process of drawing up final application for the above referenced Grant. This Project is funded through an LEAA/JJDP Grant (local matching funds not required). The purpose of this Project is to explore alternative ways of comple- menting its primary law enforcement mission with Diversionary and Prevention Social Service Strategies. The Juvenile Runaway Project is expected to impact on juvenile crime in the City because of the common observation that juveniles tend to fill their survival needs by shoplifting, breaking and entering, trespassing, loitering and prowling, purse snatching, selling drugs and acts of prostitution. There seems to be a progression from dependency needs leading to runaway behavior and ultimately resulting in delinquency activity by these juveniles. This Project will incorporate a methodology to study this problem' and objectively assess the extent of the short-term effect of runaways and long-term impact on the crime rate. The method of funding this Grant is as follows: LEAA/JJDP 2100% $56,943 LEAA/JJDP requires a formal resolution from the City Commission to be attached to the application. The proposed resolution, which conforms with the conditions set forth in the Subgrant Application and Instruc- tion Manual, is enclosed. Thank you for your cooperation in this matter.
