HomeMy WebLinkAboutO-08916LLD/Rva 3/111/1§ AMENDMENT NO, 2.TO DRDtNANet NO, 88SD Rt1NANCE NO, 89t6 AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 6 'OF ORDINANCE NO. 88S8, DOPTED SEPTEMBER 28, 1978, THE ANNUAL APPROPRIA- TIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER BO 1979, AS AMENDED, 8Y INCREAS= INO THE APPROPRIATION FOR SPEC/AL PROGRAMS AND ACCOUNTS, SOCIAL SERVICE PROGRAMS IN AN AMOUNT OF $69,687; AND BY INCREASING ANTICI- PATED REVENUES, SOURCES OTHER THAN AD VALOREM TAX, IN THE SAME AMOUNT; FOR THE PURPOSE OF FUNDING DADE COUNTY a COMMUNITY SCHOOLS AND DADE COUNTY - AFTER SCHOOLS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8858; on September 28, 1978, establishing revenues and appropria- tions for the City of Miami, Florida, for the fiscal year ending September 30, 1979; and WHEREAS, the City Commission adopted Ordinance No. 8890,. January 18, 1979, establishing a Trust and Agency Fund en- titled "Social -Service Programs - Fiscal Year 1978-79", and appropriated thereto an amount of $552,180 for the operation of specific social service programs; and WHEREAS, said ordinance appropriated $32,004 for operation of the Dade County - After School Care through November 29, 1978; and WHEREAS, said ordinance appropriated .$14,585 for opera- tion of the Dade County - Community Schools through December 14, 1978; and 14HEREAS, the City Commission passed Resolution No. 78-617 at the September 28, 1978, Commission Meeting, authorizing the City Manager to nrovide funds for Dade County - After School and Dade County - Community Schools in the amount of 1/1.2 of their Federal Revenue Sharing allocation for FY ''77-78, to continue operation until alternative funding is identified', and WHEREAS, the City COMMiStibh patted kotolution No. 78-668 at the October 243 11)783 COMMittiOM Meetingi to Provide funds for Dade County . County Community SCWlt on A month -to -month basis in a pro-rata amount of the Agency's Foderal Revenue Sharing allocation for FY '77-78 from Special Programs and Account si Contingent rund3 thereby enabling said program tO continue operations through Oetember' 143 1978; and WHERtAS3 the City Commitsion passed Rotolution No, 78-667 at the October 24, 1578, City Commission Meeting to provide Dade County - After School Care Program 1/12 of their Federal Revenue Sharing Allocation for FY '77.78 from Special Programs and Accounts, Contingent Fund to continue operation until al- ternative fundina was identified: and WHEREAS, an amount of $53,174 is required for the opera- tion of the Dade County - After School Care Program for the period of November 30, 1978, through March 9, 1979, on a pro- rata basis of the Agency's 1977-78 Federal Revenue Sharing allocation; and WHEREAS, an amount of $16,513 is required for operation of Dade County - Community Schools for the period of December 15, 1978, through March 9, 1979, on a oro-rata basis of the Agency's 1977-78 Federal Revenue Sharing allocation; and WHEREAS, increased anticipated revenues from the Two Cent Cigarette Tax are available and can be appropriated into the General Fund, Special Programs and Accounts for FY '78-79 Social Service Programs for transfer to the aforementioned Trust and Agency Fund: NOW, THEREFORE, BE IT ORDAINED BY THE commission OF THE CITY OF MIAMI, FLORIDA? = 2 = Stttitt I. This ordinance it hereby declared to be an emergency meature on the grounds of urgent public need for the preservatiOn of Peace, healthi safety, and property of the City of Miami, and upon the further ground of the necot- tity to make the required and necessary payment of interest and principal on its debts, necessary and required purthases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs, Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. The After:School Care program will receive $635174 of these monies and the Community $0661 Program will receive the remaining S165613. The source of this appropriation will be the Two'Cent Cigarette Tax Revenue account. Based on recent analysis tf anticipated revenues for 1978-795 it is expected that the City will receive sufficient additional funds from this source to finance this need.
