RESOLUTION AUTHORIZING REPAIR AND REFURBISHING OF
AERIAL LADDER NO. 4 AT A TOTAL COST OF $69,709.79
BY AMERICAL LAFRANCE, THE ORIGINAL MANUFACTURER,
FOR THE MIAMI FIRE DEPARTMENT, WITHOUT FORMAL
COMPETITIVE BIDDING; ANI) FURTHER AUTHORIZING THE
TRADE OF FIVE (5) OBSOLETE AND SURPLUS PUMPER UNITS
AS A CREDIT IN THE AMOUNT OF $10,000 AGAINST THE
AFORESAID TOTAL COST WITHOUT THE NECESSITY OF FORMAL
SURPLUS SALE PROCEDURES, WITH REMAINING AMOUNT OF

FOLLOW" WHEREAS,the Firefighting Division of the Miami Fire Department
is dependent upon the safe functioning of all firefighting apparatus, and
WHEREAS,Fire Station No. 4 is equipped with a 1959 tractor -
drawn aerial ladder which hoists firefighters to a height of 100 feet to
fight fires and perform rescue, and
WHEREAS,the aforesaid 1959 aerial ladder is in need of repair
and refurbishing in order to prevent unnecessary exposure and risk of
harm to life of firefighters as well as to potential victims, and
WHEREAS,American LaFrance, the original manufacturer of Aerial
No. 4, is capable of performing the above needed repair and refurbishing
within 160 days at a cost of $69,709.79, and
WHEREAS,the Miami Fire Department has on hand as surplus and
obsolete, five (5) pumper units varying in age from 15 to 23 years for
which new repair parts are not available and rebuilt repair parts are not
satisfactory, and
WHEREAS,American LaFrance is willing to accept said obsolete
pumper units as a trade in the amount of $10,000 to be used as credit

WHEREAS,funds are available through the Firefighting, Fire
Prevention and Rescue Facilities Bond Fund for the refurbishing and repair
of Aerial No. 4
WHEREAS, a delay in the aforesaid repair may vitally affect
the welfare and health of this City; and
WHEREAS, the risk of delay will be minimized by using the services
of the manufacturer, with said services being the most

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
SECTION 1. The repair and refurbishing of Aerial Ladder No. 4
by the original manufacturer, American LaFrance, at a cost of $69,409.79
for the City of Miami Fire Department is hereby authorized without formal
competitive bidding.
SECTION 2. The trade of five (5) obsolete and surplus pumper
units, Serial Nos. #N-908, #2-1-9161, #L-5408, #L-5575, #L-5576, as credit
in the amount of $10,000 to be credited by American LaFrance against the
aforesaid total cost is hereby approved without the necessity of formal
surplus sale procedures, with the remaining amount of $59,409.79 hereby
allocated from Firefighting, Fire Prevention and Rescue Facilities Bond

Enclosed is a proposal (ENCLOSURE 1) from American La France to refurbish
tractor aerial No. N-424 (City of Miami Aerial #4) for the total cost of
$69,409.79. At our reuest, they have also included an offer (ENCLOSURE 2)
to allow $10,000 credit towards the aerial refurbishing by accepting five
used pumpers, varying in aae from 15 to 23 years. This is a package offer
for the five vehicles. It will he American La France's responsibility to
remove the subject vehicles from the present location at the Miami Fire
Department Garage to their facility.

It is rect:ested that formal hid _,roc ,inres be waived and that the proposal
from American La Frence be accepted. It has been our experience on aerial
refurbishing that c,:npanies ether than the original manufacturer are not
interested or cc.mpc t i t ive, as stated in ENCLOSURE 3.
It is our opinion, after meeting with two other vendors, that the $10,000
offer for the five ..:,ers is a fair offer. As you can re in our break-
down (e!e7 ,'1lit': 4), tn thoughone ai„ aratus isin fairly good condition,

available for repairs. When rebuilt parts can be located, they carry no

ment Pro:;ram to fund the refurbishing of Aerial 44, which is a tractor -drawn,
100' aerial. The reconditioning of this -apparatus (new cost $200,000) is
cost effective and will allow this eouiiment to have an extended life of 15
years. The reconditioned aerial will have a new modern cab, new axles, air
brakes, new 100' ,Trial ladder, and other safety factors of the latest
technology.

Reference to American LaFrance's quote of Feb. 2, 1979 to
refurbish aerial T:-424 and the (5) American LaFrance pumpers
that you have removed from service.
American LaFrance will allow $10, 000 dollars credit toward
the aerial refurbish. The (5) pumpers being L-5576, N908,
L-5575, L-5408, anc3 2-1-9161. The pumpers as viewed by myself
and photoaranhs of same.
This is a pacace offer for the entire (5) vehicles. We
cannot break this down to $2, 000 dollars per vehicle as we feel
some may be valued at more than $2,000 dallars and some are
val ued at less than $2, 000 dollars.

I am requesting approval to proceed immediately with repairs to Aerial 19
as a result of an accident on January 12, 1978. The delay in submitting
this request was necessary to obtain costs estimates from various companies
for repairs. Additionally, I am requesting approval to award the contract
to the American LaFrance Company since they propose the most advantageous
alternative. They have quoted a firth price of $33,222.14 which includes
pick-up and delivery at the Fire Garage. I am requesting that the self
insurance trust fund pay this .-mount since this cost will be the direct
result of the damages caused by the accident.
While the apparatus is at the factory for these repairs, I propose to re-
furbish the ladder and trailer section and have the ladder recertified,
for an additional cost. of $11,650.00 which will be funded by the Department
of Fire. I anticipate an additional fifteen (15) years service life to this
apparatus after t.hc; repairs and refurbishing has been completed.
Six (6) companies were invited to bid on the repairs, with the following
results.

Mack Trucks appears to be $2,822.14 lower than American LaFrance by pro-
posing to furnish a new tractor. However, their proposal dot's not-iriclude
a new rear axle for the trailer section or the nece,:!.ary modifica-
tions to the trnile•r that would be rtAiuired. All new tractors are designed
to meet. the .;nt i -skid br ake reclaair e ::,r•nt s of the Federal Motor Vehicle Safety
Standard (F::V S-121); the existing trailer is not designed to meet this stan-
dard and to do so, would require modi firat inns that would far exceed the
$2,822.14 difference in bid proposals.

The following fire trucks are now surplus and are no longer needed
by this department. All vehicles have age and extensive use by this
department; repair parts are difficult to locate for these obsolete
engines.
We are estimating a fair value of these fire trucks to be between $1700
and $2200.

apparatus has Continental V-8 V8603 engine, 603 cu.in. dis-
placement with Spicer torque converter, model=183-7. Unit
has hydraulic brakes, engine and transmission are obsolete,
repair parts are hard to find. Apparatus is in running
condition, needs rr:-sir.
2. 1963 American La France, 500 gallon pumper, on Ford com-
mercial chassis, 900 series, Serial 02-1-9161, with 477 cu.in.
Ford engine in (-mod running condition; needs a new steering
box ...-•c-u- 1y.
3. 1956 American La France, Serial u't-5408, Spartan 1000 gallon
p\unper, with American La France J engine, V-12 diSDlacerrent
