A RESOLUTION AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE AN AGREEMENT
ESTABLISHING AN OFFICE OF INTERGOVERNMENTAL
COORDINATION AND LIAISON TO BE FUNDED BY
THE SOUTH FLORIDA EMPLOYMENT AND TRAINING
CONSORTIUM.
WHEREAS, the City of Miami, through Resolution
No. 78-749, adopted on December 14. 1978, authorized the City
Manager to enter into a Consortium Agreement with the govern-
ments of Dade and Monroe Counties and the Cites of Hialeah and
Miami Beach; and
WHEREAS, the United States Department of Labor has
mandated certain changes in the structure of the former Consor-
tium Board necessitating greater and more direct involvement
by the City of Miami and the activities of the South Florida
Employment and Training Consortium;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City manager is hereby authorized
to negotiate and execute an agreement establishing an Office of
Intergovernmental Coordination and Liaison to be funded by the
South Florida Employment and Training Consortium.

On December 14, 1978, through Resolution 7E-749, the City of Miami Commission
authorized the City Manager to enter into an agreement with Metropolitan Dade
County, Monroe County, the City of Miami Beach and the City of Hialeah, pro-
viding for the formation of the South Florida Employment and Training
Consortium. This new agreement replaced a Consortium agreement entered into
in February of 1974.
The new agreement caused the members of the Consortium to become directly
responsible for activities previously contracted for with Metropolitan Dade
County and its Manager. Since Dade County had been responsible for staffing
the organization covered under the old agreement, it was agreed, by the Con-
sortium members, that the member jurisdictions should be permitted to create
"Offices of Intergovernmental Coordination". These coordination offices would
provide for improved communication and information flow in accord with the
increased involvement required under the new Consortium relationship. Funding
for the offices is to be provided from the Consortium, following approval by
the Department of Labor of the Agreement between the City of Miami and the
South Florida Employment and Training Consortium.
The City of Miami's participation in the Coordination Office funding requires
negotiating and executing an agreement with the Consortium. Consequently, it
is appropriate for the City of Miami Commission to adopt the attached resolution
authorizing the City Manager to negotiate and execute an agreement establishing
an Office of Intergovernmental Coordination and Liaison to be funded by the
South Florida Employment and Training Consortium.
