A RESOLUTION AUTHORIZING THE EXPENDITURE OF
$25,000 FROM FOURTH YEAR COMMUNITY DEVELOPMENT
FUNDS FOR THE PREPARATION OF A DETAILED
DEVELOPMENT PLAN TO CARRY OUT THE CONCEPT
OF A "LATIN QUARTER" IN THE CITY OF MIAMI,
WHICH CONCEPT WAS PRESENTED TO THE CITY COMMIS-
SION ON FEBRUARY 22, 1979.

the Little Havana Development Authority has pre-
pared a study recommending the establishment of a "Latin Quarter"
in the Little Havana Community Development target area which was
presented to the Commission on February 22, 1979; and
WHEREAS, the basic concept of this study has been approved
by the Little Havana Community Development Task Force and received
endorsement at a public hearing held in the Little Havana Area on
April 17, 1979.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Year Community Development Funds for the pu pose 3f preparing a
detailed Development Plan to carry out the "Latin Quarter" concept
in the City of Miami, which was presented to the City Commission
on February 22, 1979, is hereby approved.

On February 22nc1, Mr. Raul Alvarez, Little Havana Development Authority
presented a concept for establishing a "Latin Quarter." Pursuant
to the Commission discussion,to date meetings have been held with the
Community Development Task Force and the general public regarding
this concept. The Commission will receive a status report on the
concept and be requested to authorize the expenditure of $25,000
for the formulation of a development plan designed to carry out the
concept.
BACKGROUND
The Little Havana Development Authority has prepared a report
entitled "Latin Quarter - Potential for Tourism Development."
This report was prepared by Mr. Raul Alvarez, an Environmental
Design Consultant for the Little Havana Development Authority under
contract with the Miami Office of Trade and Commerce and the Dade
County Office of Economic Development Coordination. The report
was funded by the U. S. Travel Service. Copies of this report were
provided to the City Commission at the time of Mr. Alvarez's presen-
tation on February 22nd. Basically, the report analyzes the feasi-
bility of creating a Latin Quarter and recommends a set of actions
to achieve this objective.
When the report was discussed with the City Commission it was rec-
ommended that meetings be held with the Community Development Task
Force and the general public regarding the concept of a Latin Quarter.
The meeting was held with the Community Development 'Task Force in late
March. A meeting with the general public is scheduled for Tuesday,
April 17th. A flier describing that meeting is attached. The re-
sponse of the Community Development Task Force to the report was
favorable and it is anticipated that the primary community concern
will relate to how the concept is carried out. In February, the
City Commission received copies of a Letter of Intent indicating
the interest of the City and the Little Havana Development Authority
in receiving funds from the Economic Development Authority Office of

Special Programs for the purpose of carrying out certain public
works aspects of the recommendations. Subsequent meetings with
the Economic Development Authority indicate their positive interest
in this two million dollar project.
Based on the outcome of the community meetings and the Commission's
acceptance of the status report, the administration is willing to
recommend that $25,000 of 4th year Community Development Contingency
Funds be allocated to formulate a detailed plan designed to carry
out the concept of the Latin Quarter. This detailed plan would:
▪ describe the location and precise cost of proposed
public works
• indicate where zoning changes are necessary to carry
out the concept
▪ provide an organizational framework and design guidelines
for the creation of an Architectural Review Board speci-
fically for the purpose of guiding physical development
in the Latin Quarter
• suggest additional funding strategies for carrying out
the Latin Quarter concept.
If the Commission concurs in this recommendation, a resolution
authorizing the transfer will be prepared for approval during the
Commission Planning and Zoning meeting proposed for April 30, 1979.
