'-HoWard , Director Department of Leisure Services April 18, 1979 F1L State Grant - Devel0Pmental ' Training Program ENC'Etl; Mymemorandum to you dated April 10, 1979 CLOSLII1CS: We request your assistance in signing the contracts for the Developmental Training Program funded by the State of Florida Retardation Program Office. This grant, which does not require a cash match, is to provide a developmental training program to nine- teen (19) mentally retarded adults living in Miami who presently are not being served by any agency in this community. Originally, the resolution for this grant was sche- duled for the May 10, 1979 City Commission meeting. This Department received a call on Wednesday, April 18, 1979 stating that unless they had a signed con- tract by May 1, 1979, these funds ($11,629.00) would not be awarded to the City. Resolution No. 79-9 passed January 19, 1979 (please find attached) authorized you to accept the original grant of $7,538..00. What this new State grant will do is amend the original contract to increase it by $11,529.00. Please find attached a draft resolution ratifying your actions if you so chose to sign the new contracts at this time. AHH:lg "SUPPORTIVE DOCUMENTS FOLLOW" 28 AMENDMENT NO. AN;ORDINANCE .AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIA- TIONS ORDINANCE, BY ESTABLISHING A NEW TRUST AND AGENCY FUND, ENTITLED: "STAFF TRAINING FOR ADAPTED RECREATION (2ND YEAR)"; AND APPROPRIATING THERETO A GRANT AWARD OF';$40,500.00 WITH A CITY CASH MATCH OF $26,235.00 FOR THE OPERATION OF SAME IN THE AMOUNT OF $66,735.00; CON- TAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for grant fundsanticipated by the City of Miami, Florida, and for corresponding City cash match requirements; and. WHEREAS, the original Staff Training for Adapted RecreatiOn grant was to be used for planning and establishing a Model Program; and WHEREAS, this is a new Staff Training for Adapted Recreation grant, which is the beginning of a three (3) year grant for program WHEREAS, this program will enable the. Leisure Services Department to improve by training recreational the delivery of recreational <services .to professionals and students in adapting recreation programs and facilities for uses. by the handicapped; and WHEREAS, matching funds are available in the General Fund, Special Programs Matching Funds for Federal Grants and $26,235 00 can be appropriated, implementation; and handicapped persons and Accounts - together with the $40,500.00grant award for a total of $66,735.00 into a new Trust and Agency Fund entitled: "Staff Training for. Adapted Recreation (2nd Year)"; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:. DOCUIVIEN i^ y 1 7 7 —1- 79- 373 Section 1. Section 1 of OrdinanceNo. 8719, adopted October 26, 1977 as amended, is hereby further amended as follows: 1/ "Section 1". The following Trust and Agency Fund are hereby established and resources are hereby appropriated as described` herein: FUND TITLE RESOURCES:;. APPROPRIATION: Staff Training for Adapted Recreation (2nd`Year) Federal 'Grant - United States Department of Health, Education and Welfare - Fiscal Year 79 Special Programs and Accounts, reserved for fixed and, Cash Match for Federal Grants Staff Training for Adapted Recreation (2nd Year $40,500.00 $26�,23500 $66,735.00 Section 2. All ordinances or parts of ordinances: insofar as they are in- consistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph clause, phrase, or word of this ordinance is declared invalid, the remaining' provisions of this ordinance shall not be affected. 1" Words and/or figures stricken through shall be deleted.
