A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A
GRANT AWARD FROM THE U.S. DEPARTMENT OF HEALTH, EDUCATION
AND WELFARE, FOR STAFF TRAINING FOR ADAPTED RECREATION
(2ND YEAR) AND FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE THE NECESSARY CONTRACT(S) AND/OR AGREEMENT(S) TO
IMPLEMENT THIS PROGRAM.

WHEREAS, the City Manager or his representative has applied for
a
grant from the U.S. Department of Health, Education and Welfare for Staff
Training for Adapted Recreation (2nd Year); and

CLOSLII1CS:
We request your assistance in signing the contracts
for the Developmental Training Program funded by
the State of Florida Retardation Program Office.
This grant, which does not require a cash match, is
to provide a developmental training program to nine-
teen (19) mentally retarded adults living in Miami
who presently are not being served by any agency in
this community.
Originally, the resolution for this grant was sche-
duled for the May 10, 1979 City Commission meeting.
This Department received a call on Wednesday, April
18, 1979 stating that unless they had a signed con-
tract by May 1, 1979, these funds ($11,629.00) would
not be awarded to the City.
Resolution No. 79-9 passed January 19, 1979 (please
find attached) authorized you to accept the original
grant of $7,538..00. What this new State grant will
do is amend the original contract to increase it
by $11,529.00.
Please find attached a draft resolution ratifying
your actions if you so chose to sign the new contracts
at this time.

AN;ORDINANCE .AMENDING SECTION 1 OF ORDINANCE NO. 8719,
ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIA-
TIONS ORDINANCE, BY ESTABLISHING A NEW TRUST AND AGENCY
FUND, ENTITLED: "STAFF TRAINING FOR ADAPTED RECREATION
(2ND YEAR)"; AND APPROPRIATING THERETO A GRANT AWARD
OF';$40,500.00 WITH A CITY CASH MATCH OF $26,235.00 FOR
THE OPERATION OF SAME IN THE AMOUNT OF $66,735.00; CON-
TAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26,
1977 establishing resources and appropriations for grant fundsanticipated by
the City of Miami, Florida, and for corresponding City cash match requirements; and.
WHEREAS, the original Staff Training for Adapted RecreatiOn grant was to
be used for planning and establishing a Model Program; and
WHEREAS, this is a new Staff Training for Adapted Recreation grant, which
is the beginning of a three (3) year grant for program

Section 1. Section 1 of OrdinanceNo. 8719, adopted October 26, 1977
as amended, is hereby further amended as follows: 1/
"Section 1". The following Trust and Agency Fund are hereby
established and resources are hereby appropriated as described` herein:
