HomeMy WebLinkAboutR-79-0343RFC:S/4 5/11/79 "SUPPORTIVE DOCUMENTS FOLLOW" the prOj RESOLUTION> -NO. 79-343 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE BUREAU OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE, DIVISION OF STATE PLANNING, DEPARTMENT OF ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING OF THE STRATEGIC ANTI -FENCING EQUIPMENT (S.A.F.E.) PROJECT TO INCREASE THE CLEARANCE RATES OF BURGLARIES. AND INCREASE THE ARREST AND PROSE- CUTION OF FENCING OPERATORS PROVIDING FOR AN APPRO- PRIATION OF $4,084 AS THE CITY'S CASH MATCHING FUND FROM THE SPECIAL PROGRAMS AND ACCOUNTS OF THE 1978-79 FISCAL YEAR BUDGET: AND FURTHER AUTHORIZING,: THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE' THE, NECESSARY AGREEMENTS TO IMPLEMENT THE PROGRAM' UPON RECEIPT OF THE GRANT. WHEREAS, the City Commission, after thorough consideration of` problem and available data has determined that the creation of ;a ect which 1 - increases the clearance rates ofburglary and larceny by 10% 2" increases the arrest and prosecution' of fencing operators by 35% 3 - reduces the number of reported burglaries and larcenies by 20% 4 - increases the recovery of stolen property by 20% and 5 - triples, the number of persons who have viewed recovered stolen property in the past, «oOCUmEIn 1 O is.in the"bestinterest of the general public, and 'T EM N D• WHEREAS, under. the terms of Public Law 90-351, as amended, the United States of "America has authorized the Law Enforcement Assistance (LEAA), through the Florida Bureau of Criminal Justice to make Federal Grants to assist local govern - Administration Assistance Planning and As ments in the improvement of criminal WHEREAS, the City Commission has examined and duly considered such Act and considers it to be in the public interest and to the benefit of" the Cityof Miami to file anapplication under said Act and to authorize other action in connection therewith; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,,FLORIDA: justice; and Page :1 of. -3 Pages 11 CITY COMMISSION MEETING OF MAY2 2 1979 RESOLU mON,�7 9. 3 4 Section 1. The Stretegic Anti -Fencing Equipment (S.A.F.E.) Project is inthe best interests of the City of Miami and the general public. Section 2. The City Manager is hereby authorized to file in behalf of the City an application in the form prescribed by the Florida of Criminal Justice Planning and Assistance in conformity with Public Bureau Law 90-351, as amended, for a grant to be made to the City to assist in defraying' the nec in the cost of the project generaily described above. Section 3. If such grant be made, the City shall provide or make essary arrangements to provide such funds and/or in -kind contributions addition to the grant as may be required by the said Act to defray cost of the project generally described above. Section 4 The City is aware that at least 50% of, the minimum required non-federal cost of the project be appropriated cash and that such City funds designated as localhard cash contributions in all related project budget schedules that are, to be provided by the City are use for the express newly appropriated City funds for Criminal Justice purpose of matching the LEAA funds and have been provided for'in the City Fiscal Year Budget in Special Programs and Accounts of the 1978-79 the amount of<$4,084. Section 5. (a) The City Manager is hereby authorized to furnish such information and take such, other actions as maybe necessary to the City to qualify for said grant and to accept the grant and enable execute. all necessary agreements to implement the project upon of the grant. City of Miami in connection with this application. (c) If such grant be made, the City of Miami shall maintain such necessary records and furnish such information, data and documents as required by the Florida Bureau of Criminal Justice Planning support the implementation of the project;' generally; Assistance to and described above. Enforcement The Miami Pol ice Department is now in the process of drawi ng up the final application for the above referenced Grant. This Project is funded through an LEAAGrant and matching State and local funds. The purpose of the Project is to provide sophisticated. survei I lance equipment and other resources that wi 1 I greatly enhance the Miami police DepartmerIt's al)i 1 ty to effectively address widespread fencing act iv i ty in the City of Miami. It is expected that this Project will have a significant impact on: 1 - the clearance rates of burglaries and larcenies 2 - the number of arrests and prosec.ut ions of fencing operatOrS - the reduction in the number- of burglaries and larcenies - an increase in the recovery of stolen property - increase in the number of people who vi et4 recovered • stolen property for the purpose of identi f i cat ion. The method of funding this Grant is as follows: LEAA share requested @ 90% $ 73,521 State Match @ 05% 4,085 *Local Match 05'3.; 4,084 TOTAL BUDGET $ 81,690 *Matching local funds for this Project are provided for in the Special Programs and Accounts as part of the 78-79 City budget. LEAA requires a formal resolution from the City Commission to be attached to the appl 'cation.
