On July 3, 1.978, the Committee was notified of the need for
commission for the Heavy Equipment Service Facility.
On October 13, 1978, the Committee met with rpesentatives of the
Department of Building and Vehicle Maintenaer_
(Morton, Wolfberg, Alvarez, Taracido, Seiglie & Frese) to discuss
architectural plans and types of sculpture.
On November 16, 1978, the Committee drafted a newspaper. advertisement
and a letter of invitation to various selected artists.
In. December 1978, the proposed commission for artat this .facility was
advertised in
Orlando, Jacksonville and Miami.

December 29, 1978 was the stated deadline for receipt ofapp
February 8, 1979, a letter soliciting expressions of interest it

the .commission was sent to 88 ceramicists and sculptors from the
Dade County Art In Public PlacesAmasterlist of,a^tists. The
stated deadline for receipt of applications was March 9, 1979.
On March 15, `1979, slides and files of 51 artists were reviewed by,
the full Art In Public Places Committee. Seven finalists were selected.
On April 26, 1979, the seven finalists were interviewed by the Com-
mittee, and Barbara Neijna was selected by majority vote for recom-
mendation to the City Manager.
On May 3, 1979, the City of Miami Art in Public Places Committee
recommended to the City Manager that Barbara Neijna create a sculp-
turefor the new Heavy Equipment Service Facility at the corner of
NW 20th Street and NW 14th Avenue. $ 30,000 was the recommended.
amount for the commission, to cover the entire cost of this project.
$ 3,000 is to be reserved for contingencies.
Based on the foregoing, I recommend that the City Commission approve: the
attached resolution accepting this report and approving the expenditure
of not more than $ 33,000 for this art commission.

It is my understanding that an Art Coordination Committee has
formed and endorsed by the Commission.
Please either advise me of the appropriate person to contact on, that Com
mittee, so we may begin the evaluation of Artists to receive commissions
for this. project, or have a representatiVe of the Committee contact me.
In addition, I would request that,based on the nature of the facility, the
anticipated expenditure be re-evaluated prior to Artist selection by the
Committee. We would look to you and the Committee for a final evaluation,
based on our lack of familiarity with the latitude allowed by the ordi-
nance.
