FOR THE PURPOSE OF DETERMINING THE STRUCTURAL INTEGRITY OF THE ORANGE BOWL STADIUM; FURTHER DIRECTING THAT THE CITY MANAGER PREPARE A CONTRACT FOR APPROVAL BY`'THE .CITY COMMISSION PRIOR TO EXECUTION THEREOF FOR A FEE NOT TO EXCEED $25,000 AND THAT THE FEE SHALL BE SUBJECT TO PAYMENT FROM RETAINED EARNINGS OR THE DADE COUNTY 2% RESORT TAX; FURTHER LISTING IN RANK ORDER TWO ADDITIONAL FIRMS WITH WHOM THE CITY MANAGER IS AUTHORIZED TO NEGOTIATE IN THE EVENT HE IS UNABLE TO NEGOTIATE A SATISFACTORY CONTRACT WITH THE ABOVE -NAMED FIRM. the City Manager appointed a committee Assistant City Manager Dick Fosmoen, Assistant City Manager Vince Grimm,; and Director of Public Works, Donald Cather; and consisting of WHEREAS, the County Manager was also asked to name a member to this committee and appointed Bill Powell, Director of Dade County Public Works; WHEREAS, professional consultants were solicited nationally; and WHEREAS, professional consultants were solicited by local advertisements and to submit their interests in providing the necessary services; and WHEREAS, 17 proposals were received indicating interest in providingthe "DOCUMENT INDEX and (��' WHEREAS, he committee reviewed the qualificati�L�bfM thp submitted and personally interviewed five of and WHEREAS,` the committee's those who submitted brochures, recommendations inorder of preference. are: A.` Wiss, Janney, Elstner and Associates, Inc. B. Raths, Raths, and Johnson, Inc. C. Prybylowski and Gravino, Inc. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,` FLORIDA: Section 1. The City Manager is hereby authorized ,to negotiate a contract with the firm of Wiss, Janney, Elstner and Associates, Inc. for a structural survey and analysis of the Orange Bowl Stadium to determine its structural integrity with the fee for such services not to exceed $25",000 CITY COMMISSION MEETING OF MAY2 2 i979 raoumON NO' .'9 7 3 3 rMNMII............................ subject to payment from retained earnings or the Dade County Resort Tax proceeds with the contract being submitted to the City Commission prior to execution thereof. Section 2. Orange Bowl Structural Examination R F-Et:CNCCtit On March7, 1979 approximately''15 consultants were selected, 'based. upon reputatian.and'experience, to receive notices of request for qualifications for a. report` on the structural. condition of the Orange Bowl. In addition to. this,°advertise- ments were•placed in the local:: paper. As aresult-, of the.. solicitations' and' advertisements; 17 firms responded with their qualifications for.'this assignment.". B-2771 Following receipt; of the qualifications, a review committee was formed consisting of Messrs. William Powell, director of Public Works, Dade County; Vin'cent'E. ,Grimm, Jr., Assistant City Manager; Richard Fosmoen,Assistant City Manager; and D. W. Cattier, director of Public Works,- City ,of: Miami. All the qualifications were reviewed, and a total of 5 firms were selected for personal interviews. The 5 firms selected • bliss, Janney, Elstner and Associates, Inc. Howard Needles Tammen and:Bergendoff C • Prybylowski and ,Gravino., Inc. D. Sverdrup and Parcel and Associates,;Inc. E. Raths, Raths, and Johnson, Inc.; Interviews were eld hon April 13 and April'16, 1979. Those' participating in the personal interviews were Messrs. Powell, Grimm,, and Cattier. Grassie The criteria used to evaluate the firms' experienceand quali- fications included: 1. Previousprofessional experiencein similar structural . -investigation projects . Examples of past engineering, indicating, engineering creativity and sensitivity to project requirements Organization and staff, professional independence that will work on Experience of team ; this project Affirmative action program, c to meet City's requirements On the basis of the items listed on`the interview form, PIessrs. Powell,. Grimm, and Cattier rated each firm, averaged the, sum total number of' points for each firm, and arrived ata ranking. The results of the personal interviews and evaluation of' their qualifications were: apability 1. Wiss,`Janney, Elstner and Associates, Inc.` 2. Raths, Raths, and Johnson, Inc.' 3 Prybyhowski and Gravino, Inc. Due to the fact. that Raths, Raths, and Johnson'S experience zmore closely paralleled the precise work required, Raths, Raths, and Johnsofl, Inc. was ranked second, and Prybylowski and Gravino, Inc. ranked third, even though the numerical results of the interviews were identical.' Each firm was advised that they would be rated in this manner and were urnished the names of the other firms interviewed. Each was given a detailed scope of work, and they were informed that the final selection would probably take place on May 10, 1979 at the City Commission meeting (This Commission meeting hasbeen postponed to May 22, 1979.) It is our recommendation``that we begin negotiation with Wiss, Janney, Elstner and Associates, Inc. immediately, following concurrence by you and the Commission.
