Request for Assistance from

GN^.4OSURCSE_
Subsequent to the appearance of the Miami/Bahamas Goombay Festival In
the Grove grouP before the City Commission on April 19, 1979,asking
for' official recognition, representatives of that organization; appeared
in my office to discuss a request to
the City of cution1ofitherThirdnAnnual:
and other assistance in, the planning and execution
Goombay,Festival. The letter of request is attached.
Followingthe requirements of the City 'Commission 's policy concernin_
these matters (Policy No. 100-4; Resolution 78-602); I requested that

showing anticipated revenue and expenditures,

City's proposed involvement in this event.
The requesting organization submitted a rdetailed
srevenue. plan
and ; also : identified anticipated sources offunding
and is my opinion that this group has made significant progress in lifting
the Goombay event out of a disorganized and uncertain state and that
definite signs of progress and good planning are evident. This is
particularly impressive in that so little time has been available for
this group to plan and make the necessary arrangements for an event
which will occur in less than one month.
The financial' morass and state of mismanagement

identified is encouraging, although some of the identified items need
to be firmed up or modified.
The individuals in charge have been instructed to

services. Furthermore, the costs of providing these services onan
overtime basis have not yet been sufficient) eidenCittified.

the sponsors of the "Open House 8" festival, the "Oktoberfest" festival,

a negligible amount was spent on paying festival monitors, supervisors
