Section 5 The City Manager is hereby authorized to execute a support agreement setting forth the conditions under which the City will provide the above cash plus in -kind services up to $9,000. GN^.4OSURCSE_ Subsequent to the appearance of the Miami/Bahamas Goombay Festival In the Grove grouP before the City Commission on April 19, 1979,asking for' official recognition, representatives of that organization; appeared in my office to discuss a request to the City of cution1ofitherThirdnAnnual: and other assistance in, the planning and execution Goombay,Festival. The letter of request is attached. Followingthe requirements of the City 'Commission 's policy concernin_ these matters (Policy No. 100-4; Resolution 78-602); I requested that the groupprovide proof of its non-profit corporate status, a budget showing anticipated revenue and expenditures, the name ine ofconan nriidepehdent auditor for the event, and other necessary y City's proposed involvement in this event. The requesting organization submitted a rdetailed srevenue. plan and ; also : identified anticipated sources offunding and is my opinion that this group has made significant progress in lifting the Goombay event out of a disorganized and uncertain state and that definite signs of progress and good planning are evident. This is particularly impressive in that so little time has been available for this group to plan and make the necessary arrangements for an event which will occur in less than one month. The financial' morass and state of mismanagement oin n which last year's organization found itself appears .to have been individuals have been assigned the task of proper efinilcontrobeen` l and reporting. The extent to which anticipated expenditures identified is encouraging, although some of the identified items need to be firmed up or modified. The individuals in charge have been instructed to oseiCity staff personnel who will be responsible for providing requested services. It is my opinion that these community festivals should be planned and run on a volunteer basis as much as possible.
