Recommendation:
That the Board of•County Commissioners adopt.the revised Downtown
People Mover full system alignment delineatedon the attached map.
Background:
The Downtown People Mover Preliminary Engineering Program was
initiated in,November 1978. In January, 19,79,-County Commission
Resolution R-27-79 established:the DPM Policy Committee consisting
of representatives from the City and County Commissions, represen-
tatives from:citizen's groups having an interest in the downtown
area, arid. representatives of several of the major businesses and
developers. who are participating in downtown revitalization. The
committee is charged with participating inthedevelopment of plans
for -the DPM system.
The Dade County Office of Transportation Administration worked
closely with the DPM Policy Committee, the City of Miami staff,
the DDA staff and:the--F.lorida'DOT staff.to recommend a Full System
Alignment. On,Mar.ch:9, 1979, at a.joint Dade County/Miami Public
Hearing -the Dade County Board of:'.Commissioners adopted a DPM full
system alignment. Subsequent. events: have made it necessary to re-
vise the alignment as it relates to crossing the Miami River.
Originally the alignment:was to go over -the proposed Convention
Center, however, due to the difficulty involved in combining the
construction••schedule ofthe`DPM with the construction schedule
of the Convention:Center, it is,recommended that the alignment be
moved approximately 300 feet west --of the Convention Center. Bids
have already been taken for foundation construction of the Conven-
tion Center. The DPM guideway'would require'changes in the founda-
tion specifications and it. would involve a complicated process to
effect such changes at. this late. point in time. Staff has concluded
that thenew river crossing alignment is superior to the original
one as it is less expensive and would facilitate construction.

WHEREAS, this Board desires to accomplish the purposes
outlined'iOhe memorandum from the County Manager, a copy of
which is attached to this resolution for the reason delineated '
therein,
NOW, THEREFORE, BE IT RESOLVED BY THE. BOARD OF COUNTY
COMMISSIONERS OF DADE COUNTY, FLORIDA, that this Board approves
the revised Downtown People. Mover Full System Alignment as put
forth in the memorandum from the County Manager and depicted on
the attached map.

Recommendation:
That the Board of County -Commissioners: adopt the recommended,
Downtown People Mover Stage I and Base Alignment outlined in
the attached Summary Evaluation paper.
Background:
The Downtown People Mover Preliminary Engineering:Program was
initiated in November 1978,. In January, 1979, County Commission
Resolution R-27-79 established a DPM Policy. Committee consisting
of, representatives from -the City and County Commissions, repre-
sentatives:from citizen's groupshaving'an interest in the down-
town area, and representatives.of several of the major businesses
and developers who are participating in downtown revitalization.
The Committee' is charged with participating -in the development of
plans forthe DPM system..
The Dade .County Office of Transportation Administration has worked
closely with the DPM Policy Committee, the:City of Miami staff, the
DDA staff and the. Florida DOT staff and has developed a Stage I
alignment which it is felt best' addresses, the major concerns of.
these partiesand results in the best possible conclusions to the
alignment studies.
The recommended Stage,I and-Base.System alignments -.and the rationale
therefor are: detailed in -:the attached. Summary Evaluation. The OTA
Stage I recommendation is also the recommendation of the Downtown
People Mover"Policy Committee
Upon approval of a full -system alignment, the consultant, Gannett
Fleming/SKBB, should be instructed to direct their considerations
to the detailing: of preliminary design and the development of
Performance Specifications and an. Environmental Impact Statement.

METROPOLITAN DADE COUNTY TRANSPORTATION IMPROVEMENT PROGRAM
June 12, 1979
Recommendation
The Downtown People Mover (DPM) Project Staff of the Office of Transpor-
tation Administration(OTA) has participated in all aspects of the DPM'
•
Preliminary Engineering Program to date. HThey have considered in joint
Meetings with ,technical staff from the.City.of Miami,- the Downtown Develop-
ment Authority and the State of Florida all of the recommendations of the
General Engineering Consultants (CC) for the People Mover Project. The
development of Stage I alignment recommendations has.also been thoroughly
reviewed and. discussed with the DPM Policy Committee eatablished by the
Board.of County Commissioners.
Based upon these reviews and upon the final recommendations offered by the
DPM Policy Committee and by the GEC, the Office of Transportation Adminis-
tration recommends the following:
The Siege I aligiurent recommendations of the Policy Committee and the GEC.
for a DFM loop through the downtown area which runs in an east -west align-
ment along northeast and northwest Fifth Street between the FEC Railroad
Right -of -Way and N.E. Second Avenue. At N.E. Second Avenue it would turn
southward running parallel to an off-street alignment approximately 250
feet east of N.E. Second Avenue. At N.E. First Street the people mover
route turns eastward to Biscayne Boulevard. At Biscayne Boulevard, the.
route turns southward to S.E. Third Street. The alignment runs westward
along S.E. Third Street over the 1-95 exit rasps which terminate at
S.E. Third Street and S.E. Second Avenue. At S.E. First Avenue, the
two-way alignment separates. One branch of the route turns north on
S.E. First Avenue to S.E. First Street and proceeds west along S.E.
First Street to the FEC Railroad Right -of -Way. The other branch con-
tinues westward along the I-95 exit ramps to"the FEC Right -of -Way where
it turns north and reconnects with the first branch. The alignment
continues as a two-way route north along the FEC Right -of -Way to a point.
where it meets the northern portion of the downtown loop. The total length

Carpenter, Inc., of Harrisburg, Pennsylvania, and SKBB, Inc. of Coral Gables.
The General Engineering Consultant's Contract calls for them to make recom-
mendationa on 'a full length DPM system and astaged development plan for the
DPM. Bid documents for the first stage will then be developed as well as
numerous other data necessary for implementing the project.:.
In January, 1979,'County Conmiission Resolution No. R-27-79 established the
Downtown People Mover Policy Conmdttee to participate in the development of
plans for the DPM system. The Policy Committee consists of representatives
from the .City of. Miami Commission, the Board of County Commissioners, the
Downtown Development Authority, the appropriate Chambers of Commerce,
representatives from citizen's groups having an interest in the downtown
area, and representatives of several ofthe majorbusinesses and developers
who are participating in downtown revitalization. The Committee has met
seven times since mid -January. After four meetings in which the members
were provided with extensive materials related to alignment considerations,
a resolution was passed reconmiending a full system route. On March 9, 1979,
a slightly Modified route was adopted in a joint City of Miami/Dade .County-
Public Hearing as the DPM full system alignment.
The:Policy Committee has met three times since;mid-March for the;purpose.of
recommending a Stage I. DPM plan., The committee reviewed 15 alternatives first

stage configurations and, frOM those 15, apprOved seVen alternatives fora
more detailed comparative analysis -by the consultants, I

The GEC developed a three level mcreening process which; first, Ieasured-_
the performance of each alternative with regard to achieving the -goals and._:
objectives established by the Policy Coiiittee at the outset of the:program.:

At the second and third levels,'the process screened the alternatiVe_With'._ II

regard to capital and operating coat then operational feasibility and degree 11
of risk. The results of this analysis which led to the consultant's rec-
ommended Stage I plan, were.presented.to the PolicyCommittee in their most
recentiseetingon May 5,1979. Atthat-meeting,.the Policy Committee unan-
imously passed the attached resolution recommending the Stage I alignment

for the Downtown People Mover SYsiem. Both OTA and the .GEC agree that the
recommendation of the Policy Committee•is appropriate'
Conclusion
In consideration of the material presented at this time, OTA believes that
the recommendations presented herein.resuli in thebest possible cOnclUsiOni
to the Stage I alignment studies-. :-The consultants should now be instructed
to direct their considerations:to the detailing preliminary design and
the development of Performance Specifications and an EnyironmenialjmPaci

Recommendation

Project;
NOW THEREFORE, BE IT RESOLVED. that the Downtown People
Mover Policy Committee finds:
The Downtown People Mover Stage I route as depicted on
the attached map be adopted'.
The foregoing resolution was the result of a voice vote
on four staging plans and was passed unanimously. Adopted May_5.,
1979.

The Florida Department of Transportation has maintained:a continuing
interest in the Downtown People Mover Project, serving`on the D,P,M. Policy
Committee and closely monitoring preliminary engineering.. Further, we have
taken appropriate steps to include this project in the Department's Five
Year Construction Plan and to also include it as an item in our Legislative
Budget. As with all other projects`, Department participation will be contin-
gent on Legislative approval of our biennial budget and on availability: of
funds.` Currently,. as you all know, the Department is providing ten percent
of the total funding for the preliminary engineering phase.
We feel that the proposed system, when put into revenue service, will
significantly improve mobility within. the central' business, district, will
add to the effectiveness of the Metrorail System by serving as a collector-
distributor system, and will be capable of meeting the substantial future
travel demand of a dynamic and resurgent downtown Miami, as well as contribute
to that resurgence.
Ideally, we would prefer constructing the full system all at once.' However,
that portion of the full system alignment recarriendedto be Stage I has been
shown to be the most effective and efficient for the funding available.' Of:the
fourteen (14) alternatives investigated, the recommended tvo-way. loop without

cost„per rider,. the highest net revenue, and would operate with, the most;.
reliability,
In short, the recdttnended Stage I has the best chance for success; an

-'alternatives were brought -from about fifteen-
alternatives to seven alternatives to the final
one alternative. The policy committee, of c'ourse,w0
chaired by . Mayor "Perre, tdr.. •01-iver and Barbara
Levenson representing both governmental sectors
and private sectors.
The "purpose of the hearing today is for
us to advise you of the meeting; -that the policy_
committee had last Saturday. The following is that
they have advanced two resolutions. One
representing; the first stage system being a loop
through downtown Miami w'nl2ch is essentially:
described in" the map to -my right and to your left
as follows: We would begin at the. Government Center.
The rapid -transit station has- a double track loop
that E,o.es--north to Fifth Street. It goes east on
—Fifth Street to Second Avenue approximately '250 feet;
Then it bends due south to.an'off-street alignment..
Essentially the back lot alignment between the
property lines downtown,, Northeast 'First :Street and
then bends east again -at Biscayne Boulevard and'goes

Miami.
It is;presently being developed and then
it. splits with one leg moving north on Southwest
First Avenue and then' west on Southwest First
Street. The -second line is the expressway alignment
from Southwest Thirdanrd Second" -and the FEC here.
(Indicatinsr). The reason for this split in that
case is --of course, there is not enough width in
this street handling this. This arrangement'
providers a better ridership which is accessible
as well. This .is the first.` stage totally.-;.
There is one Other resolution for your
consideration, Mr.`Mayor, and it isHa minor
alignment change in the full system.. Tt relates to
the crossing; of the rMiami River and specifically
the -interrelationship to the Miami Convention Center
as described on my left and to your right
The initial: includes -..n alignment, a loop,
essentially between the center and here (Indicating)
and moving in around and back up over a portion of

consideration analyses simply provedthat it was not
feasible without some substantialredesign. The
loading is a portion in acceutinz'the development
and if it is a workable thing. There was a lot.
of discussion with the .policy committee, a 1ot;: of
searching; of alignment and staff was included ,in -the
policy committees recommendation.
The alternative is a double track beginning,
at. this -Station essentially within the extention
north of Southwest First Avenue which is a property
line to about this —somewhere into this parcel-
(Indicating) terminal because the river is immediate '.y
west and we would loop up here in this general
section (Indicating).
Both the Cityof Miami and the county staff
consultants,as far as the area lfelt this was better
and it Offers some,additonal opportunities for joint
development. .That is the second recommendation by
both the staff and the DPM Policy Committee.

by this Downtown People Mover. which is principally
supporthd. We have attended a number of meetings
and' I would 1i1:e to' raise a question, if 1' can, at
this time.
-Although the group seems to have, been,
well -established- apparently there was an objection
to continuing the north bound leg here (Indicating)

require change in several buildings along the way.

that the people would be less objectionable'from
that -standpoint and -it had more possibilities toward

ridership. 'Those Were the. arguments as to WhY.It
should be on Second Avenue prjust off -Second Avenue
alignment. We are talking here about- the
difference of maybe 150 feet in width--betweenwhat
is red and what, is greenwhen-it gets, down te,the
aliff:nment and it is not really an' alternatiVejroute
as such.
