• Coin operated machines
Dear Sir:
This is to request a specific time on the agenda of the next
meeting of the City of Miami Commission. The purpose of this
request is to discuss the above .referred section of the City
Code.
That portion of Section 30-28 dealing with coin operated machines
require each operator to pay an occupational fee of $47.00 plus
$1„00 per machine per year. This favors the persons primarily
in the business of coin operated machines at the expense of
individuals who own apartment units. Generally speaking apartment
owners provide washing and drying machines for the convenience of
tenants and not primarily for making money. The reason for such
machines to be used by coin operated mechanism is to regulated
said use according to each tenants need and to eliminate abuses.
I think it would be more logical to charge persons on a different
scale such as does the City of Coral Gables. Apartment owner in
Coral Gables arm assessed $4.00 per machines while machines operated
by non apart owners are assess $6.00 per machine.

The Miami Code states:
Washing Machines. Installation,- maintenance ortoperation of
coin -operated washing machines, fee not prorated..... .: ....$47.00
Any person shall pay, in addition to the above fees, one dollar
'for each coin -operated washing machine.

Reasons for issuing license:
(1) Thewashing machines are a separate business that generate
revenue, apart from rental income. A similiar situation
would bea filling station that is required to have a license
to sell gas and is also required to have a separate license
for, repair work.
(2) Provides competition for laundrymats who are required to
have a license.
(3) In competition with various companies who provide washing
machines for apartment houses and are required to have a
license.
) >In some instances, the machines are not restricted to tenants
only. This semi-public operation therefore creates additional
revenue to the machine owner.

Reasons against issuing license
(1) Service is provided as, an accommodation to .tenants. If .'this
is the case, there.should be no charge to the`tenant. Cost of
the operation could be included, in the monthly rent.
