Status Report ,
The City of Miami Planning Department is currently
preparing a Miami River Community Development Plan
which isscheduled for Commission action on June
25, 1979. •
BACKGROUND
In 1977 the City of Miami commissioned a study of the ;Miami
Riverfront`by the consultant firm of Wallace, McHarg Roberts
and Todd (WMRT). The study was subsequently-acceptedby the
City Commission. The study recommendations included the
development of six areas along the riverfront, two of which
(sites 5 and 6) are included in;this `redevelopment plan.
The redevelopment area is also part the Little Havana-
Lummus Park Neighborhood Strategy' Area (NSA) which was
designated in 1978. As part of the development of the NSA
the U.S. Department of Housing and Urban Development has
allocated funds for rehabilitation of 500 dwellings under the
Section 8 Program. (see Map 1)
II. INTENT OF STUDY
In order to initiate needed redevelopment activities it is
necessary to designate this area as;a Community Development
Area'. under the provisions of. the Florida Community Development
Act of 1976. This Act specifies that in certaifl blighted areas
where prevailing conditions. of decay make impractical• the re-
clamation of the area by methods of rehabilitation and"/or con
servation the governmental entity may undertakea more exten"
sive public program including land acquisition for.redevelopment.
Before any community: development project can be planned or
implemented with the City, a: CommunityRedevelopmentPlan must _-
be adopted for the area by both the City of Miami and Dade County.

The Miami River Specialty Center Redevelopment Area, occupying
approximately 80 acresis located in the City of Miami within
the boundaries of the Little-Havana-Lummus Park Neighborhood
Strategy Area (NSA) and coincides with the NSA boundaries
except for the southern boundary where the NSA continues
further south. (see Map 2) It" is bisected diagonally by
the Miami River which provides a -tremendous recreational
and aesthetic amenity, while also dividing the area function-
ally into two rather distinct neighborhoods.
IV. FRAMEWORK FOR REDEVELOPMENT
SUMMARIZATION OFISSUES
HighPercentage of Deteriorated Housing
Over twenty-five percent (25%) of the housing stock
in need of major repairs.
Large Areas of Vacant and Underutilized Land
Approximately sixteen percent (16%) ofall land "in""
the area is vacant; in addition the riverfront
industrial area and the commercial areas are under-
utilized.
High Crime Rate
One percent of all major (part 1) crimes committed
the City in 1975 occurred in this area.
High Unemployment Level
Over seven percent (7.4%) of the labor force i
the area was unemployed in 1975:
Poor Economic Conditions
Over thirty percent (30.6%) of all familiesresiding
in the area were receiving public assistance". in 1975.
There are no "significant economic generators in the.""',

INTENT
The purpose of this plan: is to establish a framework-fortthe
revitalization- Of -the -area by achieving the following'redevel
opment objectives
1 • To generate sufficient momentum to stop the process of
decay in the area by demolishing a number of deteriorated
structures and by making better and more intensive." use of
the land.
2. To reinforce the most significant sectors of the regional
economy; tourism, retail trade and services..
• To become an important economic generator,' by virtue o
the expected sales.
• To increase employment opportunities.

REDEVELOPMENT PROPOSAL (see Map 3)
Center -Downtown,
The redevelopment proposal attempts to capitalize on the amenity
provided by the Miami River through the creation of unique series
of restaurants and retail facilities along the banks of the River.
The Miami River' Specialty Center is on the Little Havana side of
the River and is linked to the Government Center by the inclusion
of Lummus Park in the redevelopment proposal The improvement
of the Park facility and housing conditions in the Lummus Park
area; in theimprovement of housing in Little Havana near the
Specialty Center are additional features of the redevelopment
proposal. Primary emphasis in the housing strategy is placed
on the rehabilitation of existing structures accomplished in
part by the City's Section 8 Multi -Family Rehab Program. Addition-
al in fill development is contemplated as well as the packaging
of a large site for high intensity development on the Lummus
Park side of the River. A map" indicating` the land acquisition
and housing: rehabilitation strategies is attached. (see Map 3),

The landacquisition for the Specialty Center will be funded
with. Community Development Block -Grant funds. Section „8:
rehabilitation will be financed with HUD funds. Lummus Park
improvements will be financed with Community Development dollars
matched by anUrban Parks Grant. Land acquisition for high den-
sity housing will be financed by the proceeds from sale of the
Specialty Center land.
